Description
SOW The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) intends to initiate a Request for Quote (RFQ) procurement action and award a contract for electronic access for all USDA users as well as public on-site users to CAB Abstracts and Global Health databases, using one single platform customized by NAL. REQUIREMENT: Electronic access, via IP recognition and authentication over the internet and through local loading, shall be provided in XML format that conforms to an XML Schema or DTD, with perpetual data rights to the subscribed content. Access shall be granted to all USDA employees, contractors, cooperators, and authorized public on-site users. All USDA locations worldwide are to be considered as authorized premises. Only USDA employees and contractors, cooperators and volunteers performing the work solely for and on behalf of USDA and acting within the scope of their relationship with USDA and authorized public on-site users are considered authorized users. In this context, the word "Cooperators" refer to representatives of agencies with which USDA has entered into formal Cooperative Agreements. CAB databases shall be available to authorized users 24 hours a day, seven (7) days a week, twelve (12) months a year. Contractor shall provide content training including WebEx and live user seminars as well as related training materials and manuals at least once per year, up to once per month, upon NAL request. Ability to download onto NAL's local server: files previously purchased from CABI by USDA, as well as the complete data set and incremental weekly updates in XML format that conforms to an XML Schema or DTD for load into NAL's single platform, customized search and retrieval system, DigiTop Navigator. Authorization to manipulate, save, reuse and display downloaded data in any format on NAL's platform of choice. NAL shall retain the right to do these functions to purchased data in the event of a lapse or termination of the subscription. Authorized users shall have the right to use the databases for ordinary business, scholarly and educational purposes of the government including but not limited to viewing, printing, saving, reusing, disseminating content and including citations derived from CAB Abstracts and Global Health database records in subject bibliographies produced by NAL. The contractor shall furnish all requested products and services including delivery to: USDA / ARS / NAL, 10301 Baltimore Ave, Beltsville, MD 20705, as specified in the attached Statement of Work (SOW) document. The acquisition will be solicited using the procurement process prescribed in Part 12, Commercial Items, of the Federal Acquisition Regulations (FAR). A Firm-Fixed-Price (FFP) contract will be awarded for a period of twelve (12) months, with four (4) option periods of twelve (12) months each, to the offeror whose offer, conforming to the solicitation, falls within the competitive price range. The contract period will be from: Base Year: 09/30/2016 through 09/29/2017 If exercised: Option Period I: 09/30/2017 through 09/29/2018 Option Period II: 09/30/2018 through 09/29/2019 Option Period III: 09/30/2019 through 09/29/2020 Option Period IV: 09/30/2020 through 09/29/2021 Quotes will be reviewed for completeness and evaluated for lowest price, technically acceptable basis. The Government may elect to conduct discussions with offerors whose proposals are technically acceptable (or which may be expected to be made acceptable by moderate modification) and fall within the competitive price range. The Government reserves the right, however, to award a contract based on initial offers without conducting discussions. Therefore, each proposal should be submitted from the offeror's most favorable technical and price standpoints. Solicitation documents will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. No hard copies will be issued and no written or fax requests will be accepted. Telephone requests will not be honored and bidder lists will not be maintained. Proposals are due on September 06, 2016 by 6:00 AM EST. Proposals must be emailed to Travis Heller at the following address: travis.heller@ars.usda.gov. The NAICS Code for this project is 511140. It is the contractor's responsibility to monitor FBO for any amendments. All contractors must be registered in the System for Award Management (SAM) database as required by FAR 4.1102 at the time of submission. Award will be made as a Single Award Contract to one offeror.
