- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE PURCHASE ORDER The US Department of Veterans Affairs, Service Area Office (SAO) Central Region Contracting intends to negotiate on a sole source basis with Hocoma Inc., 77 Accord Park Drive, Unit D1, Norwell, MA 02061, using the procedures in FAR Part 13, for one (1) ArmeoPower; one (1) Module ManovoPower; one (1) day of ArmeoPower Training; one (1) day ArmeoPower Installation; three (3) Mains Cables NEMA5-15HG-C13/SJT; one (1) ArmeoPower User Manual; four (4) Armeo Carts; two (2) ArmeoSprings; one (1) day ArmeoSpring Training; two (2) days ArmeoSpring Installation; two (2) ArmeoSpring User Manuals; two (2) Module ManovoSpring; one (1) ArmeoBoom; one (1) day ArmeoBoom Installation; one (1) Power Cord USA/CAN, C5, 1.8m, Black; one ArmeoBoom User Manual. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing, with a business size standard 1,250 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by the government. A statement of capabilities must be received by 12:00 PM CST on September 02, 2016. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide equipment that meets or exceeds the requirement. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Brian O'Boyle at Brian.OBoyle@va.gov by 12:00 PM CST on September 02, 2016.
