- 1. This performance work scope is for a complete rebuilt of one Harwood Engineering pressure pumping system in Building 35, Serial # 19734 built in 1982, at the Watervliet Arsenal, Watervliet, NY. 2. Existing factors for the pressure pumping system application: A. Intensifier: • Harwood Model Intensifier DA-7-8-.750GP-150K • Intensifier Ratio 80.86/1 • Maximum pressure Generated PSI 150,000 PSI • Corresponding Driving Pressure 2040 PSI • Displacement/Stroke, High Pressure piston 3.534 inch3 /stroke B. Liquid pumped to high pressure; Ethylene glycol 60% water 40% compressibility at 150,000 PSI, approximately 20% C. Feed Pump piston type; Rivett-Dynex #PF-1003-2826 • Feed Pressure 1,000 PSIG • Capacity 1.5 GPM • Reservoir capacity 10 gallons • Horsepower supplied- 2hp, Lincoln electric motor 2hp, 120rpm, 60hz,3 phase 230/460 volt. 184 T-Frame, deep-proof D. Drive and Pilot Pump, double vane pump Vickers #V-2234-2-5-1AA-20-S214 • Driving cartridge- nominal 5 GPM Capacity at no load, 1200 RPM 5.00 Capacity at 2040 PSI, 1150 RPM 4.20 • Pilot Cartridge- nominal 2 GPM Capacity at no load, 1200 RPM 2.0 Capacity at 200 PSI, 1150 RPM 1.92 • Horsepower for driving both 9.2 HP • Horsepower supplied, Lincoln Electric Motor 10 HP, 1200 RPM, 60HZ, 3 phase, 230/460 volts, 256 T-Frame, drip proof E. Discharge Rates- High pressure: • Piston Speed at full load 27.20 inch/min. • Corresponding strokes/min. 3.40 strokes/min. • Displacement rate 12 inch3/min. • Discharge rate assuming 20% compressibility- 9.6 inch3/min. 3. Watervliet Arsenal (WVA) is requesting offeror for the labor, equipment, and material for the rebuild of pressure pumping system to like new condition. This shall be to fulfill the needs of Watervliet Arsenal to pressurize a M256 breech assembly to 150,000 PSI and displaced at a rate 12 in3/min at 150,000 PSI. 4. The following shall be basic minimum requirements of the rebuild and shall not be interpreted as being all-inclusive of the work required. If in the work listed below the bidder does not think rebuilding or reconditioning will be sufficient then the unit shall be replaced. • Replace intensifier high pressure packing. • Replace balls and seats in all check valves. • Replace the inner workings of the pressure release valve. • Recalibrate the pressure transducer. • All hydraulic lines cleaned • Whole system shall be cleaned and painted. 5. At this time it is not known the full extent of the rebuild thus for the rest of the system shall be evaluated in its entirety. Any defects or discrepancies shall be report to the WVA representative. • Feed pump piston type and motor. • Drive and pilot pump double vane pump and motor. • 4 way reversing valve 6. The controls for the pressure pumping system shall remain on site and not be part of the rebuild. 7. The Following Standards and Other Publications of the Following Organizations shall be adhered to in this rebuild of the pressure pumping system. A. ASSOCIATION FOR MANUFACTURING TECHNOLOGY B. NATIONAL FIRE PROTECTION ASSOCIATION (NFPA 70) (NFPA 79) C. FEDERAL SPECIFICATION W C 375 D. UNDERWRITERS LABORATORY E. NEMA F. INSTITUTE OF ELECTRICAL AND ELECTRONIC ENGINEERS STANDARD 112, SECTION B. G. TITLE 29, CODE OF FEDERAL REGULATIONS, PART 1910, SUBPART 0. H. SECTION 326 OF PUBLIC LAW # 102 484 I. ENVIRONMENTAL PROTECTION AGENCY J. OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION K. NATIONAL FLUID POWER ASSOCIATION L. ANSI A13.1 M. ASSOCIATION OF AMERICAN GEAR MANUFACTURERS N. ELECTRONICS INDUSTRIES ASSOCIATION (EIA) O. NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) 8. An actual M256 breech assembly shall be pressurize to 150,000 PSI and then displaced and a rate of 12in3/min starting at 150,000 PSI. This shall be used for final testing of the rebuild of the pressure pumping system. WVA POC will determine if the final test is acceptable or not. There will not be a preliminary inspect prior to equipment return to WVA. 9. WVA personnel will disconnect the equipment from the existing controls and ship the unit to the contractor facility. 10. Upon return of the pressure pumping system to WVA a contractor's representative shall be present to assist in the equipment startup and testing. 11. Upon final acceptance of pressure pumping system Standard Commercial Warranty shall commence for duration of One Year, to include as a minimum, parts, and labor for the duration of the warranty, at no cost to the Government. The one year period shall commence from the date of notification by the Contracting Officer of the final acceptance. Final acceptance is defined as the act of an authorized representative of the Government, by which the Government assumes ownership of existing supplies/equipment and/or approves specific services rendered, as partial or complete performance of the contract. (i.e. testing, and delivery of all required technical documentation) 12. At the present time there is one pressure pumping systems at WVA that has been successfully rebuild by Harwood Engineering, this next unit is the sister unit.
