- Army Security Assistance Management Directorate (SAMD) Contractor Request For Information (RFI) The Army Contracting Command - Warren (ACC-WRN) is issuing this Request for Information (RFI) to identify market interest and capability to support the efforts outlined in detail below. This notice is a RFI ONLY; therefore, no questions will be taken at this time. If and when a solicitation is posted, questions will be taken at that time and answered via a live Question and Answers Document. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this RFI. Any costs incurred by interested companies in response to this RFI will NOT be reimbursed If pursued, it is estimated that this effort will result in the award of one contract, late in the first quarter of Calendar Year (CY) 17. The presumed place of performance will be primarily Outside the Continental United States (OCONUS) in support of Foreign Military Sales in Kuwait City, Kuwait. QUESTIONNAIRE: Contractors who believe that they possess the necessary qualifications and who would be interested in competing for such a contract are encouraged to respond to the following questionnaire. The Government requests that all responses be returned by 15 September 2016. The point of contact for responses appears at the end of this RFI. Response Format: If desired, responses may address the question number so as not to repeat the question in each response. It is requested that electronic responses be provided in any of the following formats: Microsoft Word 2013 or earlier, Microsoft Excel 2013 or earlier, and Microsoft PowerPoint 2013. Zip files are not acceptable. E-mails are limited to 10Mb in size; e-mails in excess of 10Mb must be broken into smaller submissions. The email subject line must read "(Company Name) response to Army Security Assistance Management Directorate (SAMD) Market Survey RFI." Note: Be sure to spell out acronyms in their first instance. 1. Please respond to the following questions regarding your company's expertise in the following areas: RFI Questionnaire Please provide your answer directly below the question: a. Does your company have the technical subject matter expertise and overall capability to obtain and support the M983A4 Heavy Expanded Mobility Tactical Truck (HEMTT) 10 Ton Tractor with Winch? b. Does your company have established supply chain logistics capability able to identify and acquire contractor spare parts for the M983A4? c. The Technical Data Package (TDP) for the M983A4 vehicles is currently under the ownership of the Original Equipment Manufacturer (OEM). Without the M983A4 TDPs, how does your company plan to accomplish the required activities? d. Does your company have an existing production facility with the heavy equipment, capacity, and skilled workforce required to manufacture and deliver a quantity of 16 vehicles 10 months after date of contract award? e. Does your company have the technical subject matter expertise and the capability required to perform both classroom and "hands-on" practical application Operator and Maintainer Training for the M985A4 HEMTT Guided Missile Transporter (GMT) with Crane and the M983A4 HEMTT Tractor with Winch? This training will take place OCONUS at the Kuwait Training Center for Operator and Maintainer Training. The training period of performance is a total of 112 hours and will begin 30 days after trucks begin to arrive in country. f. Does your company have the technical subject matter expertise required to create training and training documents in accordance with the U.S. Army's Technical Manual (TM) 9-2320-279-10 and TM 9-2320-279-10-1 Operator's Manual, and TM 9-2320-279-14 Lubrication Order. g. Please provide a detailed Capabilities Statement describing your company's capabilities providing the same and similar items described in this notice.
