Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: • Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $150,000. • FAR Part 13.501 (a) for purchases exceeding the simplified acquisition threshold of $150,000. The Naval Research Laboratory (NRL) intends to award a sole source purchase order to L2 Defense., Inc. of Edgewood, MD to furnish: Constant Concentration Aerosol Generator ______See Attached Inquiry of Availability ___X____ See Below CLIN 0001 - Aerosol Generator, includes feedback loop from OPC to control time-average output particle count concentration. Specifications below: Part Number APDA2015-B QUANTITY = 1 Each Air Supply Subsystem: Pressure supply: up to 50psi for a system flow rate of 60 liters per minute Compressor: Thomas Part #: 2685PE40 Air Treatment Subsystem: Aftercooler with fan for cooling heated air from compressor. Water separator. 3-stage compressor filter combination for removal of submicron/micron particles and oil vapor. Membrane dryer capable of drying air over the following range: 35 degrees C to 3 degrees C (Dew point suppression: 5 degrees C to -17 degree C): 66 liters per minute at 7 atm. Aerosol Generation Subsystem: Single-j Collison nebulizer in stainless steel housing. Operating pressure range for nebulizer: 0-50psi. Drying tube. Aerosol Concentration Uniformity: +/- 10% @100 particles per liter. Particle Measurement Subsystem: 100 liter per minute particle counter with 6 size channels (0.5, 0.7, 1.0, 2.0,5. 10.0 micron). Flow accuracy: 5%. Compliant with ISO21501-4: 2007 for particle counting performance. Maximum concentration: > 2.4 x 10^7 particles/m^3. Zero count: <2 counts/m^ Test aerosol concentration lower limit 1 x 10^4 particles/m^3 Purge Subsystem: 3-way valve used for switching system's test port between HEPA-filtered air and test aerosol. Software controlled, pneumatically actuated 3-way valve. Automated control of exit pressure with an accuracy of +/- 0.05 in H2O) Electronics and Sensor Subsystem: Health and status of APDA monitored by pressure transducers and sensors for temperature and humidity. Pressure transducer on compressed air line for monitoring air supply status. Exit pressure transducer for monitoring exhaust pressure close to ambient pressure with an accuracy of +/- 0.05 in H2O. Operating Conditions: Temperature: 41-100 degrees F. Humidity: 5-80% AC Input: 115V/60Hz; 940 Watts Net Weight: 55lbs APDA Dimensions: 24"Wx24"Dx18"H Computer Laptop: Dell Latitude E6420 XFR Software: Integration with GFE supplied software for JBPDS interfacing. The North American Industry Classification System Code (NAICS) for this requirement is 334519 with the size standard of 500 employees. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 6680.
