Description
This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 with a small business size standard of 1,250 employees. AFRL requires four (4) Ettus Transceiver USRP E312 and four (4) Ettus Software Defined Radios USRP E310. The government intends to negotiate a sole source contract with National Instruments, 11500 N. Mopac Expressway, Austin, TX 78759. The government has determined that there are no resellers of this product. Ettus Research develops and sells all of their products directly. Ettus Research is a division of National Instruments, in which all purchase orders are processed through National Instruments. The government requires the Ettus Research Transceivers and Software Defined Radios as significant previous work at AFRL has been performed with the Ettus line of equipment by researchers at AFRL and among their academic partners. Significant past resources have been expended to learn how these devices function, how to use and program for them, and to baseline the performance of these devices. Additionally in previous years competitor devices have been compared and the Ettus devices have been found to be the best value for feature richness vs. equipment cost. Using a brand of software defined radios and transceivers other than Ettus would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement and/or market pricing, which shall be considered by the agency. All inquiries should be sent by email to Jenna.Tarbania@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2016.
