- SOW Catholic Priest This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. Additionally, the Government will utilize simplified procedures in accordance with Subpart 13.5. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation HSCG41-17-Q-QWF999 is issued as a request for quotation (RFQ). The Associated North American Industrial Classification Standard (NAICS) code for this request is 813110 with a size standard of $7.5M. The results of this requirement will be a firm fixed priced (FFP) contract plus two (2) Options with a Small Business Set-Aside. The resulting contract will consist of a base period and two (2) option periods; CLIN 0001 Roman Catholic Priest-Base Year (01 Oct 2016 - 30 Sep 2017) Qty: 12Months. CLIN 1001 Roman Catholic Priest-Option Year 1 (01 Oct 2017 - 30 Sep 2018) Qty: 12 Months. CLIN 2001 Roman Catholic Priest-Option Year 2 (01 Oct 2018 - 30 Sep 2019) Qty: 12 Months. First day of Catholic Mass and services to be performed will be on Sunday, October 2, 2016. Scheduled Items (Typically 1 unit each): 1 Unit-Catholic Mass 1 Unit-Confessions Minimum 2 units per Sunday. 52 Sundays Per Year - Minimum Total 104 Units. Holy Days (non-Sundays): New Year's Day Ash Wednesday Ascension Assumption All Saints Immaculate Conception Christmas: 1 or 2 Units each - Mass or Worship Service NOTE: Unscheduled Items MUST be approved by the Command Chaplain prior to the service. Funerals Weddings Baptisms Confirmation 1st Holy Communion Memorial Services Contractor: MUST obtain Ecclesiastical Endorsement from the Military Archdiocese in order to perform any Catholic services onboard USCG Training Center Yorktown. Pursuant to the award of this contract the vendor will obtain and maintain 'Ecclesiastical Endorsement' from: Attn: Chancellor The Catholic Archdiocese for the Military Services, USA. Also, the full text of a clause may be accessed electronically at this/these address (es): http://farsite.hill.af.mil 52.202-1 - Definitions 52.203-3 - Gratuities 52.203-17 - Contractor Employee Whistleblower Rights and Requirement To Inform Employees of Whistleblower Rights 52.204-9 -- Personal Identity Verification of Contractor Personnel 52.204-7, System for Award Management 52.204-13, System for Award Management Maintenance 52.212-4, Contract Terms and Conditions -- Commercial Items 52.217-8, Option to Extend Services Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. 52.217-9, Option to Extend the Term of the Contract Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and 6 months. (End of Clause) This requirement will be evaluated based on price and delivery time with price being the most important factor. The deadline for quotes submission is Friday, September 9th, 2016, at 12:00 PM (EDT). Any quote received after the aforementioned date and time risks immediate rejection by the Contracting Officer. Quotes will only be accepted by email; any quote received by USCG that is not emailed will not be considered for award. All quote emails should be addressed to the attention of Mr. Juan Soto Juan.A.Soto@uscg.mil. The quote shall be submitted via email in an electronic version in Word, Excel, or Adobe PDF format only, and must contain the following information: Company's name, address, and telephone number of the offeror, the solicitation number, technical description of the items being offered in sufficient detail to evaluate compliance with the requirements. Company tax information number and DUNS number. The file capability of USCG's servers is 10 megabytes (MBs). A quote that is of greater size shall be submitted in multiple transmissions, all of which must arrive by the quote submission deadline. By submission of its quote, the offeror is asserting that it understands the RFQ, the RFQ attachments, and that there are no exceptions to the RFQ or its attachments in the quote itself. This RFQ shall not be considered direction to proceed with the subject effort. This RFQ is not a promise of future direction to proceed. Offerors are solely responsible for all RFQ submission costs.
