- DRAFT PWS INTRODUCTION This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; and (2) whether they are Native-owned businesses; small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses. The North American Industry Classification System (NAICS) code for the proposed acquisition is 541512 (Computer Systems Design Services) with size standard of $27.5M. Your responses to the information requested will assist the Government with its acquisition set-aside determination. BACKGROUND The Indian Health Service (IHS) plans to acquire a commercial-off-the-shelf (COTS) database driven, web-based incident reporting and investigation system that will support facility and field operations IHS-system-wide. The COTS product should address patient-care related and non-patient care related safety incidents. The COTS product will be modified as described in the attached Draft Performance Work Statement(PWS). The system will be available for all federal, Tribal, and Urban Indian Health Programs IHS employees 24/7 to report incidents and will be utilized at the national, regional, and local levels by approximately 800 patient-care related safety account holders and 400 non-patient care related safety account holders to investigate incidents. The contractor should have technical experience or competency in the fields of patient safety, medication errors, occupational safety, physical security, and risk management. RESPONSE INFORMATION THE CAPABILITLY STATEMENT PRESENTED MUST CLEARLY DEMONSTRATE THE CONTRACTOR'S EXPERTISE AND EXPERIENCE IN COTS DATABASE IMPLEMENTATION, MANAGEMENT, ENHANCEMENT, PROVIDER SERVICES, AND MAINTENENANCE SERVICES. The capability statement shall sufficiently address how the COTS solution will be implemented and made available to the users and administrators for the proposed project. The methodology must ensure that the offeror has the capacity to successfully sustain a large-scale, nationwide implementation of the proposed solution. In particular, responses SHALL ADDRESS EACH OF THE FOLLOWING INFORMATION to be considered a complete and compliant response. 1. Breakdown of estimated overall cost for the license, implementation, recurring maintenance costs, etc.; 2. contractor's perceived outline of responsibilities (i.e. contractor and federal staff); 3. contractor's estimated implementation schedule with associated time milestones; 4. specific breakdown of information for each component for patient-care related and non-patient care related safety incidents. The information should include sufficient details to allow the agency to comprehend the functionality and benefits each component offers. 5. Contractor's ability to meet requirements (e.g., reporting, user administration, and system availability/reliability), with minimal customization to the offered solution. The submission shall include at least three relevant past experiences. 6. Contractor's plan to meet system support, maintenance, and security requirements needed for patient-care related and non-patient care related safety incidents. Please note that the performances under this contract shall meet the Federal IT/Security/Accessibility requirements. INSTRUCTIONS TO INDUSTRY All interested parties are encouraged to respond. Responses must directly demonstrate the contractor's capability, experience, and ability to marshal resources to effectively and efficiently perform the objectives described above. Generic capability statements are not sufficient and will not be considered compliant with the requirements of this notice. The Government requests interested parties submit a written response to this notice which includes the following information: a. Company Name b. Company point of contact, mailing address, and telephone number(s), and website address c. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representatives d. Company GSA Schedule number or other available procurement vehicle (if applicable) e. Company's System for Award Management (SAM) registration status. All eligible respondents to the upcoming Request for Proposal (RFP) must be registered on System for Award Management (SAM), http://www.sam.gov/. Disclaimer and Important Notes. This notice does not obligate the Government to award contract. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses are received, a pre-solicitation synopsis and solicitation may be published on the Government Point of Entry (www.fbo.gov). Contractors' submission against this notice will not be considered adequate responses to the corresponding solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information shall be included in your response. The Government reserves the right to use any non-proprietary technical information provided by the contractor in any resultant solicitation(s). Questions must be submitted via e-mail as directed below, no later than 4:00 p.m. (EST) on September 13, 2016. Reponses to this sources sought notice are due on 4:00 p.m. (EST) on September 23, 2016. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for this submission is fifteen (15) pages.
