Description

The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey 07724 intends to enter into a contract on the basis of other than full and open competition for the renewal of Capital Solution Design (CSD) brand name Behavioral Health Lab (BHL) software maintenance and technical support for existing BHL software in use throughout VA. VA TAC intends to award a sole source, Firm-Fixed Price contract with a period of performance of a 12 month base period with two 12 month option periods to Capital Solution Design, LLC, 1061 North George Mason Drive, Arlington, Virginia 22205, pursuant to authority 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1(2) entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The proposed solicitation number for this effort is VA118-16-Q-1343. There is no place of performance for this acquisition as this is a software maintenance and technical support renewal. This software is currently installed in 108 VA sites and provides for regular structured assessments to monitor patient progress and determine when treatment adjustments or additional resources are needed to ensure Veterans are contacted and monitored on a regular basis. This software also provides clinical program informatics support that allows for tracking patients over time, monitoring patients' symptoms, and accessing patient and program level data. The applicable North American Industrial Classification System (NAICS) code for this effort is 541511 with a corresponding small business size standard of 150 Employees. The estimated date of award for this action is September 18, 2016. This notification shall close on September 15, 2016. This is a notification of intent, not a request for proposals.
