- BUILDING TYPE: Federal Office and Laboratory Building CLIENT AGENCY: U.S. Environmental Protection Agency (EPA) SIZE: Approximately 124,500 square feet (SF) PARKING SPACES: N/A BUDGET: N/A GEOGRAPHIC LOCATION: Lakewood, CO SET ASIDE: This procurement is NOT restricted to Small Business. This is Full and Open competitive procurement open to any interested business. SBA has given approval for this procurement to be solicited as Full and Open and requires a Subcontracting Plan for reaching Small Businesses. DESCRIPTION OF PROPOSED WORK: This project consists of a remodel of existing EPA spaces in Building 25 at the Denver Federal Center, Lakewood, Colorado to consolidate EPA NEIC and EPA Region 8 functions. The project includes new lab spaces, moderate remodel of existing lab spaces, and minimal overall remodel of associated office and support spaces. The project is split between two floors with a majority of the first floor area having lab functions and most of the second floor being office space. The building will be occupied during performance of work under this contract. The contractor will be required to arrange a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways. The building demolition, alterations and remodel of interior space consist of approximately 124,500 SF, located on the first and second floors. Floor 1 includes 85,900 SF and of this square footage, 44,500 will be laboratory space. Floor 2 includes 38,600 SF. This contract does not include design work; design goals and work requirements for this project were defined and the architect/engineering services for this project have been procured separately. Performance of complex coordination of multiple phases to accommodate existing and new tenants in an occupied lab facility is required. The Contractor may be required to quickly and concisely shift project efforts to accommodate the customer agency, EPA, in the event an emergency arises and laboratory space is required. Along with the remodeling of a warehouse to laboratory space, the contractor will need to coordinate and arrange for the relocation of expensive laboratory equipment from approximately 10 miles away. The intended use of the new laboratory space is similar to that of an occupied hospital and the contractor construction experience must be similar in the containment practices. The existing location of laboratory space is in Golden, Colorado and the new space to be converted is located at the Denver Federal Center at 6th Avenue and Kipling Street in Lakewood, Colorado. The contract will be a firm fixed price contract for construction services. **Estimated Price Range: $10,000,000 - $20,000,000. **NAICS Code and Title: 236220, Commercial and Institutional Building Construction **Small Business Size Standard: $36.5 million SCOPE OF WORK: The A&E professionally prepared Specifications and Drawings will be issued to Interested contractors upon submission of SENSITIVE BUT UNCLASSIFIED (SBU) document via CD. LOCATION OF THE WORK: County of Jefferson, Lakewood, Colorado SOLICITATION: Issuance of Solicitation will be on or about: August 29, 2016 Proposals will be due on or about : October 14, 2016 PROCEDURES FOR AWARD: Solicitation: The Government intends to award a contract to the responsible offeror whose proposal represents the best value after evaluation; a trade-off approach will be used. An award will not necessarily be made to the lowest priced offeror. The technical evaluation factors that will be used to determine best value are 1) Management Strategy, 2) Past Experience, 3) Key Personnel and 4) Past Performance. All factors are equal in value, but when combined, the technical criteria are slightly more important than price. The Government intends to evaluate proposals and award a contract without discussions; however, the Government will reserve the right to conduct discussions if deemed necessary. If it is determined that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Government may limit the number of proposals in the competitive range. Contract Award Date: On or about November 29, 2016 POST-AWARD Completion of Contract Performance: On or about May 31, 2018 (approximately 535 days from Notice-to-Proceed) Upon GSA's acceptance of the proposal by execution of a contract award, the Contractor becomes contractually bound to provide all supervision, labor, materials and equipment for the negotiated firm fixed price. PLAN AVAILABILITY: The Solicitation will be available for electronic download at no charge from the Federal Business Opportunities website at www.fbo.gov. All documents are subject to SENSITIVE BUT UNCLASSIFIED (SBU) document procedures. FEE FOR SOLICITATION DOCUMENTS: Solicitation documents are available at no charge. AMENDMENTS TO SOLICITATION: It is the offeror's responsibility to monitor the EPS site at www.fbo.gov for the release of any amendments. AWARD RESTRICTIONS: N/A SITE VISIT: It is expected that the site visit will take place on or about September 8, 2016 at Building 25 located in the Denver Federal Center at 6th and Kipling Streets in Lakewood, Colorado. If it is not feasible for offerors to inspect the site or examine the data on their own, offers must register an individual who will visit the site in their place. Registration includes submitting that person's contact information such as name, company information and telephone number prior to the site visit. A record shall be kept of the identity and affiliation of all offerors' representatives who inspect the site or examine the building. FUNDS AVAILABILITY: Issuance of this Solicitation does not warrant that funds are presently available for award of a Contract. Award of the contract shall be subject to the availability of appropriated funds, and the Government shall incur no obligation under this Solicitation in advance of such time as funds are made available to the Contracting Officer for the purpose of contract award. OPTIONS: N/A BONDING: A bid guarantee in the amount of the contractor's proposal is required. Performance and payment bonds are also required. SECURITY: Before employees are allowed to work on this project site, all personnel are required to pass a security check. Forms will be provided to the successful offeror after award. IMMIGRATION CONSIDERATIONS: In addition to the previously mentioned security check, any foreign national employed to work on this site will be required to provide a document authorizing him/her to work in the United States such as a copy of his/her resident alien card or a copy of his/her employment authorization card from the U.S. Department of Homeland Security/U.S. Citizenship and Immigration Services Bureau. Also, any person born outside of the United States who is now a naturalized U.S. citizen must provide proof of U.S. citizenship such as a copy of his/her U.S. passport or a copy of his/her certificate of naturalization. BUY AMERICAN ACT / TRADE AGREEMENTS: This procurement is subject to the requirements of the Buy American Act. ELIGIBLE OFFERORS: All responsible contractors shall submit a two volume proposal. Volume 1 shall contain the technical proposal and Volume 2 shall contain the price proposal. All prospective offerors are also required to use the Online System for Award Management (SAM) in federal solicitations as a part of the proposal submission.
