- Special Notice of Intent to Award Sole Source: The 2d Contracting Squadron at Barksdale AFB LA intends to award a Sole Source, Firm Fixed Price Contract to Prometheus Security Group under Simplifed Acquisiton Procedures and Other than Full and Open Competiton as authroized by by FAR 6.302-1(a)(2) & 13.501(a)(1)(iii). Market research was conducted and it has been determined that this is a sole source requirement IAW FAR 6.302-1. Authority: 10 U.S.C. 2304(c)(1), Justification: Supplies required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Multiple awards will not be considered for this procurement. The Government intends to procure the following : (1.) A Softwall to integrate the VICADS® system into the existing VINDICATOR® alarm system, an additional NVR to add recording space on the existing system, a broadcast server onto the existing VICADS® system; including, a VICADS ®camera to monitor the east gate wave shack; (2.) Installation of VICADS ® balance magnetic switches for each door used for entry/exit of buildings 6237 2 SFS Alternate Armory and 7055 MWD ARMAG and a VICADS ® duress system in building 6000 2 SFS Confinement; including a VICADS ® camera to monitor building 7055 2 SFS MWD ARMAG. In addition, a visual map will be created created for the VINDICATOR ® VCC depicting the design of the facility and layout of all alarm points. (3.) Installation of a VINDICATOR ® VCC to monitor the entrance to the Alternate BDOC and integration into the existing VICADS ® system. VINDICATOR® and VICADS® is the only authorized equipment that meets the criteria listed on the Headquarters Air Force (HAF) Non-Nuclear Equipment Approval List dated 2-Nov-15. The VINDICATOR® Security System is software based and capable of handling an unlimited amount of field distribution panels. The contractor programing the VINDICATOR ® and VICADS ® systems must be certified to work on VINDICATOR ® and VICADS ® Security System equipment and possess a current VINDICATOR ® and VICADS ® Factory Certifications. The integrated system operates on the base unclassified fiber optic network. The anticpated award date is after 16-Sep-16. This is NOT a request for competitive proposals and no solicitation is available. No contract award will be made on the basis of this notice. This notice does not constitute a solicitation document. Requests for such documents will not be considered. However, all information received within (7) days of this publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely whiting the direction of the Government. The Government will not pay for information received. The NAICS Code is 561621 and the size standard d is $20.5 Million.
