- Attachment C Attachment B Brand Name Justification RFQ A. This is an all or none Brand Name Only requirement for the purchase, evaluation and repair of Iridium Data Modems - Models 9522B; 9522B Adapter Kits and 9602N. "Brand Name" Justification letter is attached to this notice. This is for a purchase, evaluation and repair of Iridium Data Modems supporting the deployment and maintenance of buoys in meeting the National Weather Service's mission to protect life and property by providing essential environmental observations used by the NWS warning systems, environmental models, short term forecasts, climate record, and feed several NWS products. In addition, NDBC systems are intrinsic to the NWS' Weather-Ready Nation initiative by providing public and private sector users with real time observations needed to make fast and smart decisions needed to save lives and enhance commerce. The statutory authority which permits restricting consideration of schedule contractors to fewer than that required in FAR 13.501(a). These data modems are capable of interfacing the Iridium satellite network to transmit data back through the Iridium gateways and are only licensed to one manufacturer, Iridium Communications Inc. based on this fact and the supporting market research, this requirement is being issued as a Brand Name Only requirement and only vendors who are authorized to sell, evaluate and repair the modems by Iridium Communications, Inc. are eligible to provide a quote. B. The Government anticipates establishing a Firm-Fixed-Price Blanket Purchase Agreement (BPA) as a result of this Request for Quotations (RFQ). The BPA has a period of performance of a Base Period of one (1) Year and Four (4) one (1) Year Option Periods. Also, this RFQ is a 100% total Small Business Set-Aside. C. Responses to this RFQ that propose solutions that are not Iridium Modem prices will not be considered. Responses are due no later than September 2, 2016, by 5:00 PM (Eastern Time) and shall be submitted via email to: Kurt C. D. Any prospective quoter may contact the Contracting Specialist/Officer while preparing a quote to obtain a clarification of the requirement twelve (12) hours prior to response date and time stated above. If necessary, NOAA will provide pertinent information in that regard to other Quoters, as appropriate. Instructions to Vendors: Vendors shall submit the following in order to be considered for award. 1. Technical Capability: Vendors shall submit a copy of the letter or agreement with a 3rd party authorizing their company to sell, evaluate and repair the Iridium Data Modem Models 9522B, 9522B Adapter Kits and 9602N. 2. Past Performance: Vendors shall submit no more than three (3) Past Performance contracts, relevant to the requirements. Each Past Performance contract submitted shall include a description of the work performed, dates performed and contact information of an individual(s) who can attest to how well the requirement was provided. NOAA may contact sources of information about you other than the references which you provide. 3. Price: Vendors shall submit its Price Quotation (following the pricing template provided as an attachment A to this RFQ), based on your open market prices. All Contract Line Items Numbers (CLINS) must be priced by the Vendor. Pricing information submitted by the Vendor is for the exclusive use of the Government. Pricing must be complete and address pricing for all CLINS. A quote that does not fully address pricing for all CLINS will not be evaluated for award. Pricing submissions must not be password protected. Pricing must be submitted in.pdf format and Excel. F. Evaluation: Based on the technical approach, past performance, and price quotations, NOAA will choose the Contractor(s) that NOAA determines to be the best value. NOAA reserves the right to award on initial quotations without negotiations. NOAA also reserves the right not to make any awards under the RFQ if it determines that to be in the best interests of the Government. Technical Capability is the most important factor. 1. Technical Capability: Vendors shall submit a copy of the letter or agreement with a 3rd party authorizing their company to sell, evaluate and repair the Iridium Data Modem Models 9522B, 9522B Adapter Kits and 9602N. 2. Past Performance will be evaluated to determine the relevancy of the work and the quality of work performed. 3. Pricing is determined to be fair and reasonable and the resulting order represents the best value to the Government. G. By submitting a Quote hereunder, the Quoter agrees as follows: Failure to complete and submit any of these attachments will result in elimination of the Quote from all consideration in the competition because it prevents the Government from evaluating the Quote.
