CANCELLATION NOTICE:Bids are being solicited under solicitation number W91247-16-T-JJ21. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein.If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. Army CHESS Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing Army CHESS contract. The contract must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's contract. Sellers must not bid more than their applicable contract ceiling price, excluding the FedBid Fee, for contract-specific items. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective Army CHESS contract AND upon approval from the soliciting contracting officer. This requirement is unrestricted and only qualified sellers may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-09-07 13:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Ft Bragg, NC 28310 The MICC Fort Bragg requires the following items, Meet or Exceed, to the following: LI 001: Cisco TelePresence MX700 mobile Virtual Teleconference (VTC) suite packages. Each Cisco MX700 mobile VTC suite package shall consist of the following; - Cisco TelePresence dual 55" inch TVs with dual camera option with Cisco Touch 10, two (2) microphones, two (2) presentation cables, HDMI and VGA and power cable (Part Number: CTS-MX700D-2CAM-K9, Model Number: TTC60-17 Cisco). - MX700 dual 55? Floor Stand Kit with options for free stand or secured to the wall (Part Number: CTS-MX700-D-FSK). - MX700 MultiSite Software Option (Part Number: LIC-MX700-MS), 2, EA; LI 002: Cisco Telepresence EX90 desktop VTC solutions packages. Each Cisco Telepresence EX90 package shall consist of the following; - Cisco TelePresence Touch 8 Stand Package. The Standard Package includes screen, camera, integrated audio and the control device (Part Number: CTS-EX90-K9). - MultiSite Software Option (Part Number: LIC-EX90-MS), 2, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Bragg intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Bragg is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids.All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. EVALUATION CRITERIA/BASIS OF AWARD Sellers understand that FedBid ranks all Bids by price; however, pursuant to applicable acquisition regulations and/or departmental guidelines, Buyers may use criteria other than price to evaluate offers. Accordingly, please note that, unless otherwise specified in the Buy Terms, below, to the extent required by applicable regulations and/or guidelines, award will be made to the responsible Seller whose offer conforming to the solicitation will be most advantageous to the Buyer on the basis of price and technical capability. Sellers bidding on this opportunity MUST have the items requested on an existing Army CHESS contract. The contract must be in the Seller's name. Sellers must not bid more than their applicable contract ceiling price, excluding the FedBid Fee, for contract-specific items. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective Army CHESS contract AND upon approval from the soliciting contracting officer. The applicable NAICS code for this procurement is _334210,_ with the related size standard of _1000_ employees. The NAICS code identified herein must appear in FAR 52.212-3 "Offeror Representations and Certifications" in SAM and the vendor must be actively registered in that NAICS Prior to Award to be considered for any resulting contract. Failure to be properly registered at the time and date of award may render the quote nonresponsive. The award of this solicitation will be evaluated by the lowest price that is technically acceptable. The sum of all priced items and the quantity stated in this solicitation will be considered as a total price. The offer must meet or exceed technical specifications. The standard of performance applicable to the "or exceed characteristics" is that it must be functionally equivalent to the stated salient characteristics, but not necessarily the same in every detail. The offer of all priced items multiplied by the quantity stated in this solicitation will be considered as a total price. Subject to the provisions contained herein, the Government intends to award a single Order resulting from the solicitation, whose quote conforms to the solicitations requirements (to include all stated terms, conditions, and all other information required by the solicitation), provides the Lowest Priced Technically Acceptable, quote to satisfy the requirements of this solicitation. Quotes that fail to address all the requirements set forth in the solicitation will be rejected. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. New equipment ONLY. NO remanufactured or used products. NO "GREY" market items. Bid MUST be good for 30 calendar days after submission No partial shipments unless otherwise specified. The Contractor shall comply with the FAR clauses that the Contracting Officer has indicated as being incorporated in this contract by reference to implement provisions of law or Executive orders applicable to acquisitions of commercial items: 52.204-7, 52.204-13, 52.232-39, 252.203-7000, 252.204-7005, 252.204-7011, 252.211-7003 and 252.232-7010. The following factors shall be used to evaluate offers: Price and Technical Acceptability. The Government will evaluate offers to determine either technically acceptable or technically unacceptable (price excluded). In order to be considered technically acceptable, the offer must conform to the required product description. Failure to meet the criteria will render the proposal to be technically unacceptable and will not be considered for award. The Government will evaluate the price proposed for each CLIN and the total estimated price proposed for reasonableness in accordance with FAR Part 16.505(b). The Government intends to award this procurement based on a determination of a fair and reasonable price.
