FEDBIZOPPS.GOV ANNOUNCEMENT: SUBJECT: Notice of Intent (NOI) to award a Sole Source SOLICITATION NUMBER: NB688000-16-04677 CONTACT POINTS: Michael Fredericks, Contracting Officer (303) 497-7763; DESCRIPTION: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Time and Frequency Division, intends to issue a Firm Fixed Priced purchase order to a single source under the authority of FAR 13.106-1, "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements", to Stable Laser Systems for the purchase of a Multi-Wavelength Optical Cavity Laser Stabilization System that meets the following specifications: • TECHNICAL SPECIFICATIONS: • Optical cavity free spectral range: 1.5 GHz • Optical cavity finesse: >5000 for 556 nm, 759 nm, 798 nm, 1156 nm; >3500 for 1388 nm • Optical cavity constructed of Ultra-Low-Expansion (ULE) mirror substrates and rigid spacer • Zero-crossing in Coefficient of Thermal Expansion (CTE) for ULE: within range of 25-40 degrees C • CTE zero-crossing of cavity to be measured with laser interferometry • Aluminum vacuum housing for optical cavity with AR-coated (R<0.25%), angled window access to front and back of cavity • 3-layer, low-emissivity radiative thermal shielding around optical cavity and inside vacuum system • Outer radiation shield to include AR-coated windows for cavity optical access, inner shields can have uncovered apertures for cavity optical access • In vacuum cavity-mounting system • Ion pump (>= 10 l/s) and vacuum valve for vacuum operation • Thermistor, heater, and electronic control system for temperature stabilization of vacuum system • Compact total system size, excluding heater current driver: <350mm x <250mm x <300mm • The optical cavity system will interface with a variety of NIST-owned laser sources, to be used for laser frequency stabilization. ***** Sole Source Justification is based on the following: ***** Market research found only one company that provides optical cavity laser stabilization systems with integrated vacuum and thermal enclosures. That company was Stable Laser Systems, Inc. Furthermore, that company was the only one making an optical cavity of any kind with a guaranteed cavity expansion of coefficient equal to zero in the near room temperature range of 25-40 degrees C. This unique offering is guaranteed by laser interferometry measurements to ensure compliance. Finally, this company is able to offer a single optical cavity with high finesse (3,000 - 10,000) over our needed wide range of spectral values (556 nm, 759 nm, 798 nm, 1156 nm, 1388 nm). The North American Industry Classification System (NAICS) code for this acquisition is 333314, Optical Instrument and Lens Manufacturing, with a size standard of 500 employees. No solicitation package will be issued. This Notice of Intent is NOT a Request for Quotation (RFQ) nor is it a request for competition; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to michael.fredericks@nist.gov. The government will consider responses received by 3:00PM, MDT, 15 Sep 2016. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored. All responses to this notice of intent must be submitted so that they are received at michael.fredericks@nist.gov no later than 15 September, 2016 at 3:00 PM MDT.
