Description
Goddard Unified Enterprise Services and Technology (GUEST) Bridge Contract Synopsis NASA intends to award a sole-source bridge contract to ASRC Primus pursuant to 10 U.S.C § 2304(c)(1), Only One Responsible Source and no other supplies or services will satisfy agency requirements, due to expiration of the current GUEST contract and its accompanying task orders on November 15, 2016. This procurement will provide a bridge contract, for a period not to exceed eighteen (18) months to ensure continuity of services provided under the current GUEST contract while completing necessary steps to award the GUEST follow-on competition entitled, "Goddard Information Technology Integration and Support Services (GITISS). This bridge contract will be structured as a Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The bridge contract will ensure continuity of services currently provided under the GUEST contract until the GITISS competitive follow-on contract is in place. The bridge contract is necessary to ensure the continuity of IT support services to NASA Goddard, as this is a mission critical function to all Goddard Directorates and Support Offices. The GUEST contract provides overall IT support services for the Goddard IT infrastructure and as such this bridge contract is necessary to avoid significant adverse impacts to the Agency in carrying out the NASA mission. Awarding a bridge contract to ASRC-Primus will also prevent unnecessary duplication of effort as competition for the follow-on contract (GITISS) is underway. A sole-source award to ASRC Primus for the bridge contract is necessary due to the nature and urgency of the work performed under the current GUEST contract and due to the complexity of the source selection process for the competitive follow-on procurement which has greatly extended the length of time needed to make an award. ASRC Primus has the combined training, experience and expertise to provide uninterrupted continuation of mission critical IT support. Should these services be interrupted, NASA Goddard will be unable to utilize the IT infrastructure and systems required for daily operations. If NASA Goddard attempts to procure these services from any other source for this interim period, it will cause impacts in fulfilling NASA's mission due to the additional time needed for any other source to reach the current level of expertise of ASRC Primus. Because of the time in procuring and planning another contract, ASRC Primus is considered the only contractor that can meet NASA's needs without causing a delay or interruption in service. The estimated non-competitive value of the bridge contract is $29,194,088. The Government does not intend to acquire commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, via e-mail, to the identified point of contact no later than 2:00 PM local time on September 15, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon the responses of this notice, is solely within the discretion of the Government.
