Performance Work Statement General Information Document Type: Combined Synopsis / Solicitation Solicitation Number: FA2550-16-T-2023 Classification Code: 56 - Building and Building Materials / Industrial Services and Supplies NAICS Code: 332311 - Prefabricated Building and Component Manufacturing Contracting Office Address Department of the Air Force, Air Force Space Command, 50 CONS/LGCB, 210 Falcon Parkway, STE 2116, Schriever AFB, CO 80912-2116 Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a Request for Quote (RFQ) against FA2550-16-T-2023 for purchase and installation of a High Tempurature Liner System in the Flashover Live Fire Trainer at Schriever AFB. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-83 (effective 02 Jul 2015). (iv) This proposed acquisition is a 100% Small Business Set-Aside. (v) The proposed acquisition consists of the following Contract Line Items Numbers (CLINs): CLIN 0001: Replacement of High Temperature Liner System Description: High Temperature Lining System (HTLS) to be fastened to walls and ceilings using stainless steel mounting hardware. HTLS will be subject to and must withstand temperatures up to 1400 degrees Fahrenheit. Panels need to be sealed to prevent water absorption. Contractor will remove and dispose of old liner off Schriever AFB, and Clean and prepare walls and ceiling for new liner. Installation to be conducted at Schriever AFB Fire Department training area. (vi) Description of requirements for the items to be acquired. The contractor shall furnish all labor, parts materials, equipment, and transportation necessary to deliver the below mentioned requirements. See Attachment #1 Performance Work Statement (vii) Period of Performance: 16 Sep - 28 Oct 2016 The Government will perform inspection and the acceptance at Schriever AFB upon delivery. FOB point shall be Destination. All FOB destination charges must be included in quoted prices. Delivery Location: Schriever AFB, 80912 (viii) Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items. FAR 52.212-1 is supplemented per following addenda: Contractor shall submit their quotation on company letterhead stationary, provide solicitation number, the time specified in the solicitation for receipt of offers, name, address, and telephone number of the offeror, unit price, and overall total price, a technical description of the item being offered in sufficient detail to evaluate compliance with the requirements in the solicitation, terms of any expressed warranty, price, any discount terms, cage code, DUNS number, size of business, acknowledgement of solicitation Amendments. The Evaluation as Commercial Items applies to this acquisition and that the Government will award a contract resulting from this solicitation to the responsive responsible quoter whose technically acceptable quote conforming to the solicitation will be the most advantageous to the government, price and other factors considered. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision. (a) Definitions. As used in this provision -- "Economically disadvantaged women-owned small business (EDWOSB) Concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture. Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate-- (1) Are conducted under contract directly and exclusively with the regional government of southern Sudan; (2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization; (3) Consist of providing goods or services to marginalized populations of Sudan; (4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization; (5) Consist of providing goods or services that are used only to promote health or education; or (6) Have been voluntarily suspended. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official.
