- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis and issue an order with Bio-Rad Laboratories, Hercules, CA 94547 under the authority of Federal Acquisition Regulation (FAR) 6.302-1(b)(1). This request is the purchase of the following: 1861096 T100 Thermal Cycler (1 each) and 1450102 TC20 Automated Cell Counter (1 each). The following accessories/supplies are included in this purchase: 171203001 Bio-Plex Validation Kit; 171000055 Sheath Fluid; 171203060 Bio-Plex Calibration Kit; 171G5002M Bio-Plex Pro Mouse 1 lb set; 171G5007M Bio-Plex Pro Mouse 6 Set; 171G5013M Bio-Plex Pro Mouse 17 set; 171G5018M Bio-Plex Pro Mouse KC Set; 171G5009M Bio-Plex Pro Mouse 10 Set; 171G5016M Bio-Plex Mouse GM Set; 171G5017M Bio-Plex Pro Mouse IFN Set; 171G5010M Bio-Plex Pro Mouse 12 set; 12004519 X-Plex Cytokine 13-plex and shipping and handling. These instruments are required as they will be integrated into existing lab systems to ensure data reproducibility. The system are required for analysis of multiple parameters of inflammation at the cellular, RNA, and protein levels for investigation of immune and cholesterol signaling crosstalk during both the inflammation and resolution phase. The systems must be capable of regulating different temperatures across a plate allowing for different protocols to run within the same plate. Systems must be capable of analyzing from 13 focal planes allowing for better resolution and accuracy for cell counts including viable vs dead cells, accuracy in small sample size, and deciphering counts based on cell size. Award is subject to approval of the Sole Source Justification. This notice of intent is not a request for competitive proposals or quotations; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement. The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. All responses must be received within 8 days from the date of publication of this synopsis. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice, an award will be made to Bio-Rad. The NAICS Code/Size is 334516/1,000 Employees. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
