- This is a SOURCES SOUGHT to assist the National Institute of Standards and Technology to provide small and medium construction services and repairs on the NIST Gaithersburg campus for an upcoming Single Award Task Order Contract (SATOC) at Gaithersburg, MD. THIS IS NOT A PRE-SOLICITATION NOR SOLICITATION ANNOUNCEMENT. After review of the responses to this notice, the Government may plan to proceed with the acquisition. A separate pre-solicitation announcement will be published on the Federal Business Opportunities website (FEDBIZOPPS.GOV). The purpose of this notice is to gain knowledge of and determine the availability of potential Business sources and their size classifications relative to the North American Industry Classification System (NAICS) Code of 236220, Commercial and Institutional Building Construction. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set-aside is possible and/or appropriate. Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the National Institute of Standards and Technology. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and capabilities to compete for work above. ANTICIPATED CONTRACT INFORMATION: The National Institute of Standards and Technology expects to solicit a SATOC Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract. Task Orders will involve a variety of disciplines, trades and special expertise including, but not limited to: mechanical, structural engineering, commissioning, carpentry, HVAC, interior electrical, steam fitting, millwork, plumbing, sheet metal, painting and other finishes, demolition, concrete, masonry, and welding. Work that is specifically excluded from this contract and thus deemed outside the scope of the work includes: work which requires the contractor to prepare construction documents; Architectural and Engineering (A/E) services, multiple-phased projects, new construction or new additions to an existing facility. SUBMISSION REQUIREMENTS FOR THIS SOURCES SOUGHT: shall submit a capability statement including, at a minimum, the following: (a) Technical discussion of vendor's ability to perform the type of services described below; (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; (d) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; (e) Identify standard commercial terms and conditions typically associated with these services; (f) Identify existing or potential pricing structure in support of this type of work; Descriptions of these types of Projects' Experience - Please provide no more than five (5) similar example projects of a similar nature within the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. Please identify if the company used RS Means for pricing on the project. Client references may be used to verify project size, scope, dollar value, percentages and quality level of performance. Response should be no longer than 10 pages. Please only include a narrative with the requested information; additional information not related to this request, such as business marketing information, will not be reviewed. (g) Identify qualifications of technical and management personnel Responses shall include a capability statement to include the following details of work contemplated: 1. Routine small to medium pre-priced construction tasks, may include but are not limited to, for example, various combinations of: a. Interior Painting (including surface preparation) b. Carpeting (Using Carpet Tiles and Roll Goods) c. Floor Tile Removal (Asbestos Abatement not Required) d. Wall Panel Removal or Installation (Panel Provided as GFM) e. Standard Soundproof Panel Installation on Metal Panel or Dry Wall f. Light Fixture Removal and Disposal (Including Bulbs) g. Wiring to Support and Light Fixture Installation in Suspended Ceiling (Includes Fixture, Bulbs and Installation.) h. Suspended Ceiling Installation Using NIST Standard Ceiling Tiles and Wiring (Ceiling Tiles framework and Installation) i. Light Fixture Installation Without Suspended Ceiling (Using LED Fixture. Price Includes Fixture, Bulbs, Materials, and Installation.) j. Floor Tile Installation k. Conduit/Raceway Installation Mounted on Metal or Wall l. Conduit/Raceway Installation Mounted on Dry Wall m. Standard Wall-Mounted Light Switch Installation Utilizing Existing Wiring in Metal Wall (Includes various gang Switches and Installation) n. Standard Electrical Wire Installation in Existing Conduit/Raceway in Metal or Dry Wall o. Standard (110v) Wall-Mounted Electrical Outlet (various sizes) Installation in Metal or Dry Wall (Includes Switch and Installation) p. Installation of Wall-Mounted Video Displays in various sizes including Fixed Mounting Fixture and Installation in Dry Wall or Metal Wall with or without with Sound Proof Insulation (Video Display Provided as GFM) q. Standard (110v) Floor-Mounted Electrical Outlet Installation (various sizes) Utilizing Existing Wiring in Metal or Dry Wall (Includes Outlet and Installation) r. Installation of Standard Door in Metal or Dry Wall Panel (Door and Frame Provided or Not Provided as GFM) s. Removal of Standard Door in Dry or Metal Wall Panel (All Doors and Frames Removed Shall be Returned to NIST in Reusable Condition) t. Install Dry-Erase Board on Metal Panel Wall in various sizes (Installation Only - Board Provided as GFM) u. Computer Keyboard Tray Installation 2. Non-pre-priced Task Orders will include, in combination with or in addition to example pre-priced tasks above, the following types of task orders (which are also contemplated): a. Those that are redundant and occur on a frequent basis. b. Those that have sketches and require more information to be given to the contractor in order to ensure a complete understanding of the requirement. c. Those with Statements of Work (SOW) included. Those tasks which cannot support a thorough, accurate, complete proposal using #s 1, 2a, & 2b above. d. Task Orders resulting from an unanticipated need, requirement, or incident (such as an electrical circuit failure, leak in a roof impacting critical NIST work, or any occurrence that threatens the safety of the NIST workforce or the public). 3. These four non-pre-priced task order types (#2a, b, c, & d above) shall be developed using, as appropriate, a Scope Meeting, Site Visit, Detailed Statement of Work & Evaluation Factors, Contractor Proposal Preparation and Submission, and a Price and Technical Proposal Evaluation by the Government a. In response to these non-pre-priced task orders, the contractor shall provide a fixed-priced proposal package that is based on RS Means cost data, including location factor and others adjustments as appropriate. The Contractor shall develop price proposals utilizing line items included in the Means Facilities Construction Cost Data book current at the Task Order award date. In the absence of any relevant item within the Means Facilities Construction Cost Data book, line items may be drawn from the following Means cost data books: Means Building Construction Cost Data, Means Mechanical Cost Data, Means Electrical Cost Data, Means Plumbing Cost Data, Means Interior Cost Data, & Other Means Cost Data books. The total number of pages to reply to this source sought shall not exceed 20 pages single-sided. No phone calls will be accepted for this notice.
