Description
Rehab spillway motor gates Rehabilitation of Spillway Motors Purpose: To have a contractor rehabilitate 13 electrical motors at the contractor's facility. The motors will be delivered to and picked up from the contractor's facility by Corps of Engineers personnel, therefore the facility must be located within 100 miles of Yankton, SD. The motors will be delivered 3 at a time as that is all that can be taken out of service at any given time. It will be required that each motor rehab shall be completed within 21 days of delivery to the contractor's facility. Any damage incurred to the motors while they are in the contractor's possession shall be repaired at his expense. All Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes. No background checks are required for this contract. The Contractor must pre-screen Candidates using the E-verify Program (http://www.dhs.gov/E-Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file. Specification: The vendor shall provide all materials, equipment and shop supplies to rehab 13 motors. The motors are mid-1950's vintage General Electric 3 HP, 440 volt, 3 phase. A typical model number is 5KR225D780. The motors are located outdoors and are utilized to operate the spillway gates at the Gavins Point Dam. The motor re-habilitation shall follow EASA recommended repair procedures and include the following: 1. Disassemble, clean, inspect all mechanical surfaces for wear. 2. Machine work to measure all critical surfaces for factory tolerances. 3. Inspect gears and advise of condition. 4. Rewind the stator. 5. Supply and install 4 standard ball bearings and 2 standard seals. 6. Wash, bake and reinsulate stator, rotor and all applicable parts. 7. Perform PI, Surge, Hipot and resistance tests on stator winding before and after wash and bake. 8. Assemble and perform full voltage run test. 9. Paint reassembled motor. Warranty: The re-habilitated motors shall be warranted for a minimum of one year from date of delivery. Evaluation Information Bidders shall be evaluated on the factors listed below. These five (5) items must be submitted with the quote. All factors will be important in determining the successful bidder. a. The contractor shall comply with specification 1-9. b. A written description of the contractor's ability to rehab the motors. c. Price to rehab the motors. d. Contractor's warranty. e. Contractor's shop location.
