Description
Fed Biz Ops Presolicitation Notice. Issued 24 August 2016 This USDA Forest Service Project is a commercial service/items firm fixed price contract requiring the delivery and dumping of purchased and hauled aggregate. The material to be delivered is CDOT class 6 road base (3/4 inch minus). Project includes building a gate. Gate materials will be provided by the government. Solicitation Name: Killpecker Deadman Aggregate Solicitation Number: AG-82AT-S-16-0017 Solicitation Period: 26 September 2016 through 16 September 2016 Award Date: NLT 26 September 2016 Solicitation Contact: Klenise Wallace, klenisewallace@fs.fed.us Technical Expert: Steve Wood, sjwood@fs.fed.us Proposal Response Due: 16 September 2016 by 1300 MT Proposal Response: Proposal must be submitted by Email Only to klenisewallace@fs.fed.us. No other forms of submission will be accepted. Requested documents: 1. Completed, Signed Offer SF1449 (Section A.) complete blocks Fill-ins 30a, b, and c on the SF 1449. Signed by authorized person and electronic or digital signatures will not be accepted. Complete fill ins I DUNS #, TAX ID #, POC Name, POC E-mail and Base of Operations. 2. Price Proposal Section B, Schedule of Items. This solicitation requires submission of a proposal on ALL items on Base Year and All Option Years. Failure to do so may result in the proposal being rejected without further consideration. All pricing shall be rounded to the nearest cent and not more than two decimal places. Unit prices will govern any total errors unless otherwise determined by the Contracting Officer. 3. Business Proposal, Section K, Representations, Certifications, and Other Statements of Offerors. Complete & Submit Section K Clauses FAR 52.204-8 & AGAR 452.209 - 70 with a cover page indicating Company Name. Evaluation Criteria: The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The factors of evaluation are (i) price and (ii) technical capability of the item offered to meet the Government Requirement. Evaluation Factors for Award: Determination - Definition Acceptable - ALL of the minimum acceptable criteria are clearly met by the proposal. The offeror's proposal meets the performance and technical capability requirements defined in the SOW. NOTE: Once the proposal has been determined to be "technically acceptable," award will based on cost only. Unacceptable -- Not all of the minimum acceptable criteria are met by the proposal. An unacceptable proposal contains one more deficiencies. Proposal fails to meet specified minimum performance and technical capability requirements defined in the SOW. Award: A written notice of award or acceptance of the offer emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
