- PPT Presentation from Site Visit_08.30.2016 Site Visit Sign-In Sheet_08.30.2016 Questions and Answers from Site Visit_08.30.2016 Attachment J - AV Equipment for Testing Attachment E - Revised Supplementary Specifications Amendment 0002_SF30 and Q/A The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a small business set-aside basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Federal Business Opportunities website at www.fedbizops.gov. The Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. (A single file format is not possible due to the types of files) Plan holders will be required to visit the website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Please Note: Paper copies of the solicitation will not be made available. Prospective offerors desiring to conduct business with the DOI are requested to be registered in the Systems for Awards Management (SAM) at www.sam.gov. It is important to note, award cannot be made to a prospective until that firm is registered in SAM. Proposals Due: Responses will be due Thursday, October 6, 2016 at 3:00pm Mountain Time. Please refer to the RFP, Section L for instructions on proposal submission. Please send ALL questions in writing to sarah_clemmens@nps.gov and jason_longshore@nps.gov. All questions will be addressed via an amendment to this Solicitation on FBO.GOV. The question deadline is Tuesday, September 27, 2016 at 3:00pm Mountain Time. Pre-Proposal Conference will be held in St. Louis, MO on Tuesday, August 30, 2016 at 9:00am at the Hilton at the Ballpark. The Pre-Proposal meeting will start at 9 a.m. on Tuesday. A brief presentation will be held that should last approximmately 30-60 minutes followed by a Q&A session. Contractors shall submit a confirmation to jason_longshore@nps.gov if they plan on attending the Pre-Proposal Meeting. After the Q&A session ends we will be taking a tour of the Museum for those who want to attend. The Museum is currently under construction so all attendees planning on participating in the tour SHALL wear closed toe shoes and no open clothing (i.e. skirts, dresses, tank tops) T-shirts are allowed. Contractors are encouraged to bring their own Hard Hats, Safety Glasses and Safety Vests. However those without personal protective equipment (PPE) will be provided PPE by the National Park Service and the City Arch River Foundation. The NAICS Code for this requirement is 339999. The purpose of this contract is to detail, construct on-site, shop-fabricate, transport to the site, and install all exhibit elements for the Museum of Westward Expansion (MWE), Jefferson National Expansion Memorial (JEFF), St. Louis, MO. Independently, and not as an agent of the government, the contractor shall provide all services including labor, materials, facilities, and travel (except as otherwise specified in this contract) necessary to detail, construct on-site, shop-fabricate, transport to the site, and install all exhibit elements for the Museum of Westward Expansion (MWE), Jefferson National Expansion Memorial (JEFF), Saint Louis, MO. Under the Arch, there will be a new extension built onto the historic visitor center. This shifts the entrance to the west end, while the exits remain at the North and South Arch legs. The orientation of the visitor experience is therefore along the east-west axis. The 30,000 SF exhibition is part of the overall experience and is not considered a separate area; the entire facility is an open for visitors to flow according to their needs and visit plans. Heading West is the introduction to the exhibition, and immerses visitors into teasers about the main themes. There is a threshold into the existing visitor center space. Here, there are six zones looking at the role of St. Louis and its residents in building the nation. Hubs that are introduced on the Mezzanine continue along the east-west axis into the existing Tram Lobby. They look at key moments in the site's history. The exhibition concludes with the Dream Wall and exit ramps. Throughout, historic artifacts complement physical and IT interactives and multimedia presentations. General Scope: Develop construction drawings from Exhibit Designer's design drawings. All exhibit-related work including construction of exhibit partition walls and installation of floor coverings. Initial power distribution and outlets for all exhibit work including installation of all AV cabling. Installation and testing of all display lighting, including and equipment and personnel to assist the lighting designer in final lamp focusing. Painting and decoration. All exhibition elements including: custom structures and millwork; architectural and natural history models; cultural history models/reproductions; graphic substrates and print production; custom sculptural elements; custom mechanical and electronic interactive devices; conservation-grade artifact display cases; Provision of mount making services. AV hardware systems and installation of equipment. All work and materials to have the quality and durability consistent with a permanent museum exhibition. Pre-production: Provide a master schedule indicating target dates and main interfaces. Provide a resourced work program and method statement for each stage of the work i.e. Post-award, Submittals, Fabrication, Building Prep, Installation, and Closeout/Warranty. Re-costing services where value design exercises are undertaken. Coordinate with other Contractors. Coordinate all specialist sub-contractors. Site surveys to verify bid layout plans. Provide shop drawings, method statements as scheduled in the bid for approval, attend meetings to develop the same. Provide health and safety risk assessments. Provide Owner with samples as scheduled in contract documents and receive approval prior to manufacture. Provide Engineer stamped drawings. The entire project has been designed and will be constructed to achieve Silver LEED certification. The project site is part of a National Historic Landmark and is subject to related requirements including, but not limited to, archaeological monitoring, protection of and documentation of existing historic elements. The anticipated construction period is between Spring of 2015 and Spring 2017, with no mandated seasonal shutdowns. The Contractor shall coordinate with the Park and adjacent work site contractors to not impede Park operations and public visitation of the Arch tram, Museum Store, Tucker Theater, and Levee Mercantile. The facility will remain open to the public and critical utility systems may not be interrupted. Effort must be taken to limit any conflict between other adjacent construction activities, Park visitors, and Park operations. Staging areas and site access are extremely limited. The site is located in an urban area surrounded by roadways and interstate highways. Visitor access to the existing Arch must be maintained throughout construction. The project site is part of a National Historic Landmark and is subject to related requirements including, but not limited to, archaeological monitoring, seismic monitoring, protection of and documentation of existing historic elements. The Visitor Center renovation, North and South Park Grounds, North Gateway, Luther Ely Smith Square, and Ranger Station work will be underway simultaneously to the construction. Coordination with other General Contractors will be necessary to connect utilities between the contract areas and to coordinate installation of structures and materials along the limits of work lines between contract areas. The estimated magnitude of this project is approximately $10,000,000 to $13,000,000 including all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. Type of Procurement: It is anticipated that a negotiated, firm-fixed price contract will be awarded resulting from a small business set-aside competition, requiring submission of both a technical and a price proposal. The government will consider an Offeror's technical capability in comparison to its price. All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. All Offerors are strongly encouraged to contact their local Small Business Administration Office, to post their need for qualified subcontractors at http://www.sba.gov.
