N00164-16-G-JQ87-0002 - SOLE SOURCE - TSS INFA RED (IR) POINTER RETROFITS - FSC 5855 - NAICS 334511 Anticipated Issue Date: 1 SEP 2016 - Anticipated Closing Date: 18 NOV 2016 - 2:00 PM EST Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order (JO) under Basic Ordering Agreement (BOA) N00164-16-G-JQ87 with Lockheed Martin Corporation, FL. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. As the sole designer, developer and manufacturer of the TSS, Lockheed Martin is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to supply the requirement described herein, nor will any other supplies or services satisfy the Government's requirements. The maximum order value of BOA N00164-16-G-JQ87 will remain unchanged. This JO is anticipated to retrofit quantity 38 IR pointers, used in the Target Sight System (TSS). Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Lockheed Martin through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated contract action award date is 25 JUL 2016. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
