Description
Draft Performance Work Statement Synopsis: The United States Air Force intends to award a Sole Source firm-fixed price contract to Avtron Aerospace, Inc. at 7900 E Pleasant Valley Road, Cleveland, Ohio 44131 in accordance with FAR Part 13.106-1(b)(1)(i). This procurement is being conducted under simplified acquisition procedures in accordance with FAR Parts 12 and 13. The NAICS Code is 811219 - Other Electronic and Precision Equipment Repair and Maintenance with a size standard of $20.5M. This procurement is for on-call technical support for the Avtron Test Stands. Avtron Aerospace, Inc.. holds the current Test Stand support contract being performed for the 309th Maintenance Wing at Hill Air Force Base and the geographically separated unit (GSU) at Kadena AB, Japan. The contract shall include providing on-call technical support for the Avtron Test Stands which includes providing support equipment, test stand fixtures, and parts in addition to on-site support when requested. On-site support shall include all labor, parts, tools, repair supplies, and equipment necessary for the calibration of Avtron Test equipmnet at Hill Air Force Base, Utah and Kadena AB, Japan. This notice is not a request for competitive quotes. However, any party that believes it is capable of meeting the requirements as stated herein may submit a written response, i.e. capability statement, which clearly supports and demonstrates its ability to perform to the government requirements. Any response shall be received by the response date and time of this notice. Any response shall undergo review to determine if it can meet the requirements. A determination by the Government not to compete this proposed contract based upon a response to this notice is solely within the discretion of the Government. REQUEST FOR INFORMATION QUESTIONS AND CAPABILITY STATEMENT: The Government has developed a list of information to facilitate discussion and influence the final determination of sole source acquisition strategy. Responses to the following will determine the feasibility of and availability of competition. The attached DRAFT PWS represents the Maintenance, Repair and Calibration of Avtron Test Stands requirements. Based on the PWS, please provide a brief capability statement (no more than 10 pages) addressing your company's ability to complete work of this nature. To ensure all answers are considered in the development of this acquisition, submit responses no later than as specified in this announcement. Send all responses no later than Monday 3 October 2016 at 4:00 p.m. MST to James.Vaughan.6@us.af.mil with the subject heading ‘Maintenance, Repair and Calibration of Avtron Test Stands Sources Sought and Capability Statement'. Describe your knowledge, experience, and capability to provide on-call technical support for the Avtron Test Stands. The required support shall include providing support equipment, test stand fixtures and parts. The contractor shall also provide on-site support for test stands when requested. The on-site support shall include labor, parts, tools, repair supplies, and equipment necessary to calibrate the Avtron Test equipment at the OO-ALC and Kadena AB. 2. Describe your knowledge, experience, and capability to provide software support as needed on Avtron Test Stands. This support shall include engineering/software services, system integration, reconfiguration, modification and component upgrades of the test stands identified in Appendix B. 3. What resources, expertise or capabilities can be provided to effectively resolve varying degrees of problems utilizing telephone and on-site support in accordance with the priorities and response time expectations listed below. Describe your past experience and capabilities utilizing Technical Orders (TOs) and Original Equipment Manufacturers (OEMs) to repair Avtron test equipment and perform functional checks. 5. Describe your knowledge, experience, and capability to provide On the Job Training (OJT) diagnosing faults, operating all hardware and software associated with the test stands, and specific maintenance requirements. Also demonstrate your ability to provide OJT following any hardware, software or procedural updates sufficient to ensure maintenance personnel are fully conversant with new maintenance and operational procedures. 6. Demonstrate your knowledge, experience and capability to compile and maintain an itemized parts list. Also demonstrate your ability to differentiate between Commercial Of The Shelf (COTS) parts and other than COTS parts. 7. Describe your company's ability to provide employees with the applicable security requirements for base access and government computer access IAW applicable guidance at the start of the Period of Performance (PoP).
