- The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to the University of Florida, Tourism Crisis Management Initiative (http://tourismcrisis.org), located within the Eric Friedhiem Tourism Institute (http://efti.hhp.ufl.edu/) within the College of Health and Human Performance. The purpose is intended to explore the feasibility of collecting and analyzing social networking and mobile computing data to understand U.S. Army Corps of Engineers (USACE) recreational customers' narratives before and after a flood event. Specifically, data from social networking sites will be collected to gather visitors' comments while visiting USACE lake recreation areas both before and after the floods that occurred in Oklahoma in May 2015 (the wettest single month on record in Oklahoma). This data will provide insights into consumer sentiments in reaction to USACE District responses to the floods, thereby providing support for policies and procedures surrounding District responses aimed at informing and marketing the recreation areas during the response and recovery phases of the crisis. The period of performance shall be from 16 September 2016 through 15 September 2017. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price contract to the University of Florida.
