- The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/ National Wildlife Research Center in FT. Collins, CO intends to award a sole source, Delivery Order to Agilent Technologies, Inc./ DUNS: 195823570/ CAGE Code: 0YSC6, under GSA Contract# GS-07F-0564X for 1(ea) Agilent 1290 Liquid Chromatograph, including delivery, installation and on-site training. This instrument is necessary and vital to continued support of Agency's objective. This procurement is being conducted in accordance with Federal Acquisition Regulation (FAR) 6.302-1The statutory authority is 41 U.S.C. 253( c )(1) The property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency. The Agilent Liquid Chromatograph is the only unit which is fully compatible with existing systems in use by the Chemistry Lab Unit. This is required to allow flexibility in moving components between LC systems to meet shifting research needs. Description and Specifications: A liquid chromatographic system with an operating pressure range of 0 - 1300 bar. The system must meet strict tolerance requirements for accuracy and precision including: retention time precision of ≤ 0.07% rsd or ≤ 0.005 minutes sd, whichever is greater; a delay volume of ≤ 10 µL; an active seal wash option; an autosampler with needle wash option. The instrument must have the following components: a binary pump, a degass module, an autosampler, a heated column compartment, a diode array detector, and a fluorescence detector. The instrument must be compatible with current instrumentation to allow for flexibility in moving modules where they are needed to support on-going research. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its product and services, as well as three (3) references from other customers who are using an equal product, to the Contracting Officer by 4:00pm. Central Time (CT) on the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing. The Small business size standard is 1,000 Employees. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
