- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to GE Healthcare Bio-Sciences, Corp., 100 Results Way, Marlborough, MA, 01752-3078, to procure an Amersham Imager 600RGB system that will be shared by the laboratories of Dr. Keji Zhao and Dr. Tish Murphy. BACKGROUND The laboratories of Dr. Keji Zhao and Dr. Tish Murphy are jointly requesting this instrument, and it will be shared by both labs. Dr. Keji Zhao's research focuses on the T-cell activation process involving gene expression change and chromatin modification changes. To detect gene expression change at the protein level, the lab routinely utilizes Western blots. In addition, the lab also utilizes Western blots in order to validate antibodies for ChIP-seq and to measure chromatin modification changes using whole cell lysate. Historically, both laboratories have shared a dark room in order to run these tests. However, both laboratories have now moved into newly renovated spaces on the 6th floor of Building 10, and no longer have access to the old dark room. The Amersham Imager 600RGB system can effectively replace the function of the dark room. PURPOSE The purpose of this acquisition is to purchase an Amersham Imager 600RGB system that will be shared by the laboratories of Dr. Keji Zhao and Dr. Tish Murphy. This particular system is a sensitive and robust imager for chemiluminescence, UV and white light transillumination, and multifluorescence analysis of protein and DNA samples in gels and membranes. This system will be used to process the image of protein after electrophoresis and Western Blotting, providing the labs with publication-quality images of protein gel and protein membrane. PROCUREMENT The contractor shall provide the following: •Amersham Imager 600RGB •IQTL 8.1 node locked e-license •Touch Screen Monitor and Stand •Mains Cable 115V JUSTIFICATION Through the market research performed, we have determined that GE Healthcare Biosciences is the only vendor currently offering an imaging system that meets all of Dr. Zhao's and Dr. Murphy's capability requirements. In addition, these two labs currently have collaborators at the University of Virginia who will be performing parallel experiments. The University of Virginia currently operates an Amersham Imager 600RGB system, and because data will be shared back and forth between the two organizations, it is imperative that the lab purchase an identical machine in order to maintain continuity and integrity of the data. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b), soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and the Small Business Size Standard is 1000 employees. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-89 (August 15th, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by September 12, 2016 at 9:00AM EST and must reference synopsis number NHLBI-CSB-HL-2016-299-KMA.
