- Statement of Objectives Combined Synopsis Solicitation "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." I. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. II. Note: In order to be considered for award, offeror must adhere to all quotation requirements detailed herein. Submit written quotes in reference to Request for Quote (RFQ) reference FA5575-16-Q-0002. III. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-89 effective 14 Jul 2016, DPN 20160811 effective 11 Aug 2016, AFAC 2016-0603 effective 03 Jun 2016. IV. Due to the overseas location of this solicitation, no set-aside will be used. The NAICS code for this requirement is 423850, Firefighting equipment and supplies merchant wholesalers. V. FAR Part 52.212-3 -- Offeror Representations and Certifications. The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision. Note: If completing paragraphs (c) through (r) the offeror shall provide the full text of the provision with their quote submission in order to be eligible for award. DESCRIPTION OF REQUIREMENT To furnish the 496 ABS Fire Department with a Combination Aircraft/Structural Fire Trainer (CAST). The CAST will provide a consolidated "All-in-One" approach to accomplishing both aircraft and structural live fire training. The contractor shall provide all design, labor, tools, equipment, material, and transportation necessary to perform the requirement as set forth in the attached Statement of Objectives (SOO). ***To be considered for award, you or your company must be registered in System for Award Management (SAM) at www.sam.gov and subsequently enrolled in Wide Area Workflow (WAWF), https://wawf.eb.mil/, for purpose of invoice/payment if awarded the contract. Please note that WAWF is the ONLY ACCEPTABLE means of invoicing and payment. Offerors should provide their DUNS number, CAGE (or NCAGE) code, and confirmation of their SAM registration along with their quote. *** DELIVERY AND INSPECTION/ACCEPTANCE Delivery and inspection/acceptance shall be made by the requesting agency on behalf of the U.S. Government, at FOB Destination, Moron AB, Spain. **ADDITIONAL INFORMATION CAN BE FOUND IN THE ATTACHED COMBINED SYNOPSIS/SOLICITATION**
