Description
Purchase Description Applicable FAR Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-2016-745 and the solicitation is issued as a Request for Quotation (RFQ) as full and open competition with no set-aside restrictions. A fixed price contract type is contemplated for this requirement. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is NOT expected to exceed the simplified acquisition threshold of $150,000. A fixed-price type of contract is contemplated for this requirement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-88_5-16-16 as of: August 15, 2016. The North American Industry Classification System (NAICS) code for this procurement is 541690 with associated business size standard of $15,000,000. Background : The National Institute on Drug Abuse Preclinical Pharmacology Section/Behavioral Neuroscience Research Branch is establishing a rhesus macaque colony of four animals at the NIDA IRP and need to acquire housing for the four animals. The housing must be suited to pole and collar handling methods. The caging must enable the safe handling of animals using approaches that entail partial opening of the door by sliding it sideways, with a locking mechanism at narrow intervals. This allows the animal handler to partially open to the door safely in order to attach the pole to the animal's collar, and once secured, fully open the door with one hand while the other hand maintains control of the pole. The housing required is a modular system which will permit two cages to be cleaned at a time and include an environmental enrichment/play area that attaches. Scope of work : Independently and not as an agent of the Government, the contractor shall furnish all the necessary services, materials, and equipment, not otherwise provided by the Government as needed to perform this requirement. Specifically, the contractor will provide the primate housing to the Government approximately 60 days ARO. The requirements for the primate housing are as follows: Pursuant to the Animal Welfare Act, "The enclosure for the nonhuman primate must be enriched by providing means of expressing noninjurious species-typical activities. Species differences are to be considered when determining the type or methods of enrichment. Examples of enrichment include perches, swings, mirrors, and other increased cage complexities." As such, the activity module that is attached to the 9.0 sw. ft. housing module must provide full height (80") of climbing space in order to address the specific environmental enrichment pursuant to the Animal Welfare Act. Additionally, both of the modules must be equipped with a small, horizontal (side-sliding) door to accommodate safe pole and collar handling by locking open at multiple increments. Both modules must contain transfer doors to facilitate social housing and increase complexity inside of the enclosure. There must be a trigger latch to allow one-handed operation of the squeeze back mechanism, which locks in place at one-inch intervals throughout its full movement range. The conversion floor module must also meet the following specifications: • Two transfer doors located on each side panel. Quantity: 3 Apartment Module with Conversion Floor (9.0 sq. ft.) 1 Apartment Module (9.0 sq. ft.) Government's responsibilities: Contracting Officer's Representative: The Contracting Officer's Representative (COR) will represent the Government for the purpose of this contract and will be specified at time of award. The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the statement of work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance. The Government may unilaterally change its COR designation at any time throughout the performance period of this contract. The COR will be determined at time of award. Anticipated delivery date: The delivery date will be 60 days ARO. The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. This section is an addendum to the FAR clause 52.212-2, Evaluation--Commercial Items applicable to this solicitation. INSTRUCTIONS TO OFFERORS / EVALUATION CRITERIA Responses received to this RFQ will be evaluated on the basis of Lowest Price Technically Acceptable (LPTA). Offeror's submitting a response must provide the unit room cost for the base year period of performance to be evaluated and considered for award. Responses to this solicitation must include clear and convincing evidence of the Offeror's capability of fulfilling the requirement as it relates to the essential government requirements stated in this solicitation. Under the lowest-price technically acceptable (LPTA) process, Offerors' will be determined to be "technically acceptable" or "technically unacceptable" based on an evaluation of responses against the following factors to determine if, as submitted, the proposal is technically acceptable. (1) Technical Approach: The housing units must meet the specifications as provided for above in order to be considered technically acceptable. The provision at FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. The provision at FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The provision of FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The provision of FAR clause 52.216-5, PRICE REDETERMINATION-PROSPECTIVE (OCT 1997), is included by reference and shall be applicable to any contract resulting from this solicitation. There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." CLOSING STATEMENT All responses must be received no later than September 15th, 11:00 AM, Eastern Time, as specified in this announcement. The total number of pages, (combination of technical approach, past performance, and price quote) shall not exceed 25 pages in length, including appendices and any technical features. Pages submitted in excess of this 25-page limit will not be considered in evaluation of responses to this RFQ. A cover page may be submitted that does not count toward the 25 page limit. The Contractor shall submit its quote electronically in a "read only" format with a font size of 11 or 12 point and font type of Arial or Times New Romans. Margins must be 1-inch wide (top, bottom, left, and right). Late responses will not be accepted. All responses must reference solicitation number HHS-NIH-NIDA-SSSA-CSS-2016-745.
