Description

Notice of Intent to Sole Source The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Domestic Nuclear Detection Office (DNDO), intends to issue a sole source contract to Smith's Detection, by other than full and open competition, in accordance with Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." DNDO has a requirement to procure Pre-Planned Program Improvement (P3I) upgrade packages for existing RadSeeker DLs (DNDO Lanthanum Bromide) on a sole source basis to meet the Customs and Border Protection (CBP) rad/nuc detection equipment performance requirements. This sole source procurement establishes a new Contract to procure updates to the 734 units that were previously purchased from Smith's Detection under three separate vehicles: HSHQDC-11-J-00367, HSHQDC-12-C-00045, and HSHQDC-14-C-00004. The anticipated contract will be a two year Firm-Fixed Price Contract with a base period of one year and an option period of one year. This is a notice only and is NOT a request for competitive proposals or a formal solicitation.
