The following factors shall be used to evaluate offers: Lowest Priced Offer Conforming to Standards of SOW Contractor must provide proof that they meet the minimum requirements of the Statement of Work, by explaining within quote how contractor will conform to the Statement of Work. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) 5352.201-9101 - OMBUDSMAN (APR 2014) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (End of Clause) ****************************************************************************** Statement of Work Musician 1. Contract Position Title. Musician 2. Scope of Responsibilities. 2.1. The Musician provides piano performances, as required, for Spangdahlem AB worship services, memorial/funeral services, special/holy day services, and practice sessions/rehearsals. The Musician shall assist the Spangdahlem AB Chapel by performing services in accordance with the terms and conditions in this Statement of Work (SOW). 2.2. The number of services and rehearsals shall not exceed 150 per year. 2.3. Services and rehearsals are approximately one (1) hour duration with additional time for pre-service coordination, setup, warm up, clean up, and opening/closing of facility. 2.4. From here on the Musician will be referred to as Contractor. 3. Education and Experience Requirement. The Contractor shall: 3.1. Be a committed, mature individual who works well with others. 3.2. M aintain healthy, functional interpersonal relationships with personnel including chapel staff, contractors and parishioners. There will be zero tolerance for disrespect, harassment, or any other behavior toward a staff member that that might adversely affect the Air Force by eroding morale, good order, discipline, respect for authority, unit cohesion, or mission accomplishment. 3.3. Provide services in a pluralistic and multi-faith chapel setting. 3.4. Read music and play piano proficiently. 3.5. Have knowledge and experience of musical traditions of Christian worship. 3.6. Submit to a routine background check according to Department of Defense Instruction (DoDI 1402.5), Criminal History Background Checks. 4. General Responsibilities. The Contractor shall: 4.1. Provide piano musician services, as required, for the Spangdahlem AB Chapel. The Chaplain in charge of the service will determine the requirements for each service. 4.2. S ervices will be conducted in base chapel (Bldg 135) unless notified otherwise. Special services or memorial/funeral services may be conducted at an outdoor location or Hangar 1. 4.3. Wear appropriate attire consistent with a professional appearance. 4.4. Comply with all Federal, State, and Local Laws and requirements and Air Force Instructions which are found to apply to this position. 5. Specific Responsibilities. The Contractor shall: 5.1. Perform for each service by playing congregational hymns, preludes and postludes, and special music. Worship services are held on Sunday mornings and/or Saturday evenings. Rehearsals are performed during the week prior to scheduled service and must be coordinated in advance with the chaplain conducting the service or their designee. Schedules are subject to change, and additional performances may be required for special events and holy days. 5.2. Coordinate with appropriate chaplain and music director to determine musical requirements for all services/rehearsals. Music for hymns/praise songs, preludes, postludes, offertories, and special music must be approved at least 72 hours in advance by the chaplain conducting the service. 5.3. Be available in the performance area at least 15 minutes prior to service for prelude/warm up and while services are being conducted. 5.4. Be responsible for preparation and restoration of piano area. Contractor shall ensure equipment used is put back into its correct place or assigned storage area, that items are arranged so that tripping hazards are minimized, and that trash is removed. 5.5. Be accountable for opening and securing the chapel facility and other facilities used in conjunction with their programs. 6. Substitutions. If a temporary substitute contractor is required, it will be the responsibility of the musician to locate a replacement with equal qualifications. The substitute must be approved by the Wing Chaplain or their designee 14 days in advance.
