- The Social Security Administration (SSA) seeks to identify responsible vendors capable of providing an HTML to PDF conversion tool. The PDF files must be 508-compliant so that all users, regardless of disability status, can review them. DCPS will use the HTML to PDF conversion tool to support rapid, high-volume conversion of HTML forms into PDF documents for storage and dissemination. Interested parties with the ability to meet the requirements listed below should clearly demonstrate how their products meet these requirements. Interested parties must respond to this notice no later than Noon EST September 8, 2016. Interested parties should indicate the available contract vehicles for their recommended solutions, e.g., General Services Administration (GSA) Federal Supply Schedule, Solutions for Enterprise-Wide Procurement (SEWP), and the open market. Interested parties may also submit pricing data. This is not a request for proposal and the government will not pay for information submitted. Responses to this RFI are not offers and cannot be accepted by SSA to form a binding contract. SSA does not intend to award a contract because of this RFI or reimburse a contractor for any information provided because of this RFI. NO PHONE CALLS ACCEPTED OR RETURNED 1.0 OVERVIEW AND PURPOSE An HTML to PDF conversion tool is a software product used to convert Hypertext Markup Language (HTML) and Cascading Stylesheets (CSS) to 508-compliant PDF files. This will be used by the Disability Case Processing System (DCPS) as part of the correspondence system to generate PDF files of letters and notices to display to the user for review. This software must have the ability to produce PDF files that meet Section 508-compliance requirements and guidelines. SSA has provided the minimum requirements in Section 2.0 of this document. 2.0 REQUIREMENTS Below are the minimum requirements a recommended solution must be able to meet. 2.0.1 The HTML to PDF conversion tool shall: 2.0.1.1 Provide tagged PDF conversion that is compliant with Section 508 and meets the guidelines outlined by the Accessible Electronic Document Community of Practice (AED COP) located on GSA ™s website at: https://www.section508.gov/sites/default/files/Section%20508%20Basic%20Testing%20Guide%20PDF%20v_0_1%208.11.2015%20Final.docx 2.0.1.1.1 Conversion from HTML to PDF shall ensure: 2.0.1.1.1.1 The reading order PDF documents shall mirror the HTML and CSS reading order. 2.0.1.1.1.2 Data table cells shall be correctly associated with their corresponding table header cells. 2.0.1.1.1.2.1 HTML tables that use scope, colgroup, and rowgroup markup shall convert to PDF tables that have the correct table header cell/data cell associations for simple tables (single row or column headers) and complex tables (multiple row and column headers) association. 2.0.1.1.1.2.2 HTML table that use header attributes to associate table headers by an ID attribute shall convert to PDF tables that have the correct header cell/data cell associations. 2.0.1.1.1.2.3 When HTML tables associate more than one header cell with data cells the conversion to PDF shall ensure each data cell includes ALL header cell associations. 2.0.1.1.1.3 Text identified in an HTML heading tag shall convert to PDF text marked with the correct PDF heading tag. 2.0.1.1.1.4 Images that have a meaningful HTML alt attribute shall convert to a PDF Figure with the same value in an AltText PDF tag. 2.0.2 Support document margin control of PDFs. 2.0.3 Support page number and page count management of PDFs. 2.0.4 Provide AFP (advanced function presentation) output capability. 2.0.5 Support conversion of HTML5 and CSS3 structures. 2.0.6 The vendor must provide documented installation and maintenance procedures for the HTML to PDF conversion tool.
