- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E224, Rockville, MD 20850, UNITED STATES Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Pathology (LP), plans to procure on a sole source basis service to install system upgrades to an existing BioView Scanning System from BioView USA, Inc., 44 Manning Road, Billerica, MA 01821. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1 (b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 541519 and the business size standard is $27.5 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is two (2) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The purpose of this agreement is to ensure installation of Automated Brightfield scanning system (BV-5000-ABF) and Tissue Matching Consecutive Cut Tissue Fluorescent In Situ Hybridization (FISH) Application (BV-5000-TM) on the existing BioView scanning system in the Laboratory of Pathology, NCI, NIH. This installation is required through the Manufacturer for continued service to the facility and to maintain the highest level of accuracy and consistency of data obtained from the BioView system. The original manufacturer service is also required to avoid nullifying the warranty. The Laboratory of Pathology performs molecular Fluorescent In Situ Hybridization (FISH) testing on Formalin-Fixed Paraffin Embedded (FFPE) specimen for patients at CCR, NIH. These testing assist in pathologic diagnosis of various cancers, predict prognosis and identify potential targets for rational personalized therapies. The BioView scanning system is a key component in providing fast, reliable and uninterrupted testing to support NIH clinicians in their clinical research. This upgrade includes installation of the automated Brightfield scanning capability and installation of the Tissue Matching application. The tissue matching application is a sophisticated tool which in combination with automated Brightfield scanning module enables matching and imaging of consecutively stained sections. The application enables automated scanning of specific regions of interest by digitally matching corresponding region on parallel tissue sections stained with Immuno Histo Chemistry (IHC) or Hematoxylin & Eosin (H&E) stain. This technique will allow simultaneous analysis of DNA state by FISH and protein markers by IHC. In addition, it provides virtualization of the entire histology tissue slide for a digital review. Contractor Requirements are: Contractor to provide all labor, material and equipment to update Government-owned BioView Duet Imaging System. The upgrade shall include installation of Automated Brightfield scanning system (BV-5000-ABF) and Tissue Matching Consecutive Cut Tissue FISH Application (BV-5000-TM), (NIH Decal # 01831903) on the existing BioView scanning system in the Laboratory of Pathology, NCI, NIH. Contractor shall install mentioned equipment and software application and assure proper functioning of the hardware, imaging and analysis software and database maintenance to confirm that the system is operating at peak performance. Contractor shall also include above mentioned equipment in the existing preventive maintenance contract, which includes on-site inspection of equipment, as well as routine hardware cleaning, testing and adjusting. All Contractor employees who install and service the purchased equipment will be certified representatives of Contractor. The NCI staff shall be properly trained by the Contractor in the installation and service of all of the above mentioned items. PLACE OF PERFORMANCE: Service shall be performed at the following location: NIH, NCI, CCR 10 Center Drive Bethesda, MD 20892 Payment shall be made after the installation of the software is completed by the contractor and approved by the NCI Project Officer. Payment authorization requires submission of invoice to the address shown in Block 21 of the purchase order. This is a firm fixed price order. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on September 8, 2016. All responses and questions must be submitted via email to Kathy Elliott, Contracting Specialist at Elliottk@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
