- Description
- Intend to award sole source based on FAR 6.302-1, Only One Responsible Source. The United States Navy, Naval Air Warfare Weapons Center Division, China Lake, CA is seeking potential sources that are capable providing two replacement hydraulic pitch actuators for use on the 3-axis rate table in their testing facility. The 3-axis rate table (rate table) is a hydraulically actuated, electronically controlled machine designed to simulate movement of Government assets in flight. Sources responding must specify that their product meets or exceeds the Government requirements provided below. Sources shall also provide detailed product information to show clear technical compliance. Additionally, sales history including recent companies sold to should be included. The contractor shall deliver components, installation, and documentation for the specifications described in the following paragraphs. 1.0 Technical Requirements: 1.1 The contractor shall provide two (2) new pitch actuators to fit the design specifications for the Model S-660R-3, p/n 230985-1, s/n 24196 3-axis rate table installed in the ESSMHIL facility. 1.2 Actuator Modifications: The contractor shall modify the original design of each actuator per manufacturer maintenance findings and previous modifications made to other tables of the same design to address the premature leaking of the actuators due to excessive O-ring wear with the end goal of reaching a 2-3 year O-ring maintenance and replacement schedule. 1.3 Installation: The contractor shall install the modified actuators on the table in ESSMHIL. 1.4 Testing: The contractor shall ensure proper calibration and operation of the table after the modifications before the Government accepts delivery. 2.0 Delivery Requirements: 2.1 Delivery: The actuators shall be delivered and installed by the contractor at the ESSMHIL facility in China Lake, CA 93555. 2.2 Delivery Schedule: The actuators shall be delivered within 200 days of contract award. 2.3 Inspection: The actuators and installation will be inspected by a Government representative at the Government's facility. 2.4 Acceptance Acceptance of the actuators shall be contingent upon delivery and installation of the actuators at ESSMHIL, and the Government's determination that the requirements and specifications are accurate. 2.5 Documentation: The contractor shall provide updated drawings and documentation for the modified actuators. 2.6 Warranty: The contractor shall provide a one year warranty on the actuators. All interested firms shall submit a response demonstrating their capabilities to produce the requested equipment to the Primary Point of Contact listed below. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, or a woman owned business. The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing; and the number of employees does not exceed 500. The NAICS Code to be used for this acquisition is 334511. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, etc.). Capabilities package: All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial sales-and product specifications related to this effort. Responses may be submitted electronically to the following e-mail address: christopher.a.purvis@navy.mil in a Microsoft Office or Adobe Reader compatible format to be received no later than 3:00 PM Pacific Time, 09 September 2016. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response which shall be considered by the agency. The written response shall reference solicitation number N68936-16-R-0042 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
