Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E224, Rockville, MD 20850, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Surveillance Research Program (SRP), Surveillance Informatics Branch (SIB), plans to procure on a sole source basis services to Development of Imputation Strategy for Improving Data Completeness in Population-Based Cancer Registries from The Ohio State University, College of Public Health, 242 Cunz Hall, 1841 Neal Avenue, Columbus, OH 43210. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1 (b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 611310 and the business size standard is $27.5 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is two (2) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The purpose of this requisition is to support activities of the National Cancer Institute's Surveillance Research Program (SRP) in the development of imputation strategies for improving data completeness in population-based cancer registries. Ohio State University is uniquely qualified to perform the services as outlined in the statement of work. The contractor has previously analyzed and published on an imputation strategy she developed for SEER breast cancer estrogen receptor (ER) status biomarker data. Thus, the Contractor's expertise in developing and applying imputation techniques in large databases, combined with their knowledge of SEER data, make Ohio State University uniquely qualified to perform the services within the required timeframe. Contractor Requirements are: SCOPE OF WORK: Using an analytic dataset provided by NCI, the contractor shall perform the following tasks: Task 1 a) Provide recommendations for the development of an imputation strategy by assessing missing data and evaluating several different imputation techniques for filling in missing observations. The contractor shall use standard assumptions such as data is missing at random (MAR). b) Using the results from Task 1a, the contractor shall develop novel imputation method(s) to perform sensitivity analyses under missing not at random (MNAR) assumption. Task 2 a) Summarize results into Tables and Figures, by demographic and clinical characteristics using the method(s) developed in Task 1. Deliverables: All deliverables shall be submitted to the NCI COR via email in Microsoft compatible software. 1) Progress report summarizing extent of the missing data problem for Tasks 1 and 2, as well as a plan for analyses to fill in the missing data. Due 6 months following contract award. 2) Final Report describing the methods and codes developed to analyze the missing data including documentation of the estimates before and after applying the imputation methodology, by demographic and clinical characteristics. Due 12 months following contract award. Invoices shall be submitted in equal payments, in conjunction with the two deliverables. Payment shall be made upon approval of the deliverables, by the NCI COR. PERIOD OF PERFORMANCE: The period of performance shall be twelve (12) months from date of award. PLACE OF PERFORMANCE: All work shall be performed at the Contractor's facility. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on September 8, 2016. All responses and questions must be submitted via email to Kathy Elliott, Contracting Specialist at Elliottk@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
