Description
NOTICE TO CONTRACTOR Naval Medical Center San Diego is soliciting on a 100% small business set-aside for the design, customization and installation of pharmacy caseworks in accordance with the Statement of Work. The contractor is responsible for providing all management, supervision, labor, material and tools to remove the existing casework. The contractor will design and build new pharmacy caseworks in their facility and then deliver and install these caseworks at Camp Pendleton pharmacy refill station. The contractor will provide an installation team that is able to make on-site, last minute modifications to ensure that casework placement and overall configuration is acceptable and fully functional. The Government intends to award a onetime Firm Fixed Price Contract. A solicitation will be issued along with this synopsis in accordance with FAR Part 12.6, using Simplified Acquisition Procedures for commercial items found at FAR 13, supplemented with additional information included in this notice. The solicitation number is N00259-16-T-0193. The North American Industry Classification System (NAICS) Code for this acquisition is 337211. The size standard is 1000. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. The date and time for the Site Visit is scheduled to be 02-September-2016 at 9:00 a.m, and details will be posted in the attachment. Interested contractors are encouraged to attend and have base access requirements shown in the solicitation. Prospective bidders will be given an opportunity to attend the site visit. To be considered for this award the contractor shall: 1.) Be able to meet all requirements defined in the Statement of Work 2.) Be registered and current in the System for Award Management (SAM) database per DFARS 252.204-7004 (www.sam.gov); 3.) Contractor shall be able to invoice through Wide Area Work Flow (WAWF) (https://wawf.eb.mil) for payments to be processed electronically. 4.) The contractor under a small business set-aside or 8(a) contract shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern, as in accordance with FAR Part 19.001. 5.) Submit a valid proposal. Requests for clarification or interpretation (RFI) of Request for Proposal (RFP) documents must be submitted not less than 7 calendar days prior to the due date of receipt of proposals. The following factors shall be used to evaluate offers: Evaluation Factors, (In descending order of importance): (i) Technical capability (ii) Delivery Schedule (iii) Price Factor One: Technical Capability is defined as the ability of the products to meet the salient characteristics needed. Factor Two: Delivery Schedule is defined as the lead time necessary to receive the product. Factor Three: Price, the government shall conduct a price evaluation of all technically acceptable offers with acceptable delivery schedules. Technical capability and delivery schedule, when combined, are significant evaluation factors that will be most advantageous to the Government. Contractors who do not meet both of the first 2 factors will not undergo a price evaluation. (b) A written notice of award or acceptance of an offer mailed or otherwise, furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
