- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334516 with a small business size standard of 1,000 employees. AFRL/RITE requires a purchase of a counting, time-tagging and correlation system for interfacing with a large array of photon counting detectors. The system includes the following: • QTY of one (1) HydraHarp 400M - Mainframe- with USB 3.0 interface- Picosecond event timer- Sync module up to 150MHz- TTTR Mode and DLL library for custom programming • QTY of four (4) HydraHarp 400 TDC modules consisting of: 8 independent channels, 1 ps time resolution, 65535 time bins, variable delays for each channel • QTY of three (3) PAM amplifier modules - P version • QTY of six (6) total of ATM attenuators: 2@ 3dB, 2 @ 5dB, 2@10 dB and 2@ 20dB • QTY of ten (10) inverter modules to be used with the Hydraharp 400 TDC module The Government intends to negotiate a sole source contract with: Picoquant Photonics North America, Inc 9 Trinity Dr. West Springfield, MA 01089 The Government has determined that no other source can meet this HydraHarp (8 channel) counting model that reaches the required resolution of 1ps for our detection module. AFRL already possesses a Picoquant HydraHarp system. Using the same product allows code reuse and dramatically simplifies experimental setup. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 27 September 2016. A Sole Source Justification will be attached to the subsequent Notice of Award.
