- Notice of Intent to Sole-Source - The U.S. Department of Agriculture, ARS, WBSC intends to award a sole source procurement to: Lummus Corporation, 225 Bourne Blvd., Savannah, GA 31408 for a Premier III Dor-Les style press control console with PLC and magelis operator interface for a current press at the gin lab. Also, Programmed SECOMEA hardware package to allow remote access to console PLC and related components. The gin lab is located at the USDA ARS Cropping Systems Research Laboratory (CSRL) located at 3810 4th St, Lubbock, TX 79415. The press control console is the only means of safely operating the bale press in the cotton gin. The current control console has an outdated programmable logic controller (PLC) and electronics (16 years old) that are not being manufactured anymore. The control console frequently drops the control program when a power outage occurs, due to outdated electronics that can't be replaced. Even though backup systems are in place, the unit, can only be worked on by one Service Company which must reinstall the program at a cost of $2500 every time the system goes down. The new console will have the latest electronics and a PLC system with a backup power supply to eliminate the need for service calls to reinstall software. To our knowledge, the supplier and control console specified is the only unit that meets our needs/requirements. Lummus is the only manufacturer of the control console for their bale press. The press and associated control console was installed in 2000 and was purchased used. Since the bale press is manufactured by Lummus, they are the only manufacturer who can supply a unit to control their equipment without comprising safety or operational functions of bale press. By updating the existing bale press we are keeping the equipment in operation for a longer period of time which will save the government more time, resources and money. Pursuant to the authority of 41 U.S.C. 253(c)(1), FAR 13.106-1(b)(1)(i), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to award a firm fixed price purchase order on or about September 19, 2016. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:30 p.m. Central Standard Time, September 17, 2016. Information received will be considered solely for determining whether to conduct a competitive procurement.
