Description
REQUEST FOR PROPOSALS VA246-16-R-0430 DUE DATE SEPTEMBER 7, 2016 QUESTIONS AND ANSWERS 1. The Brunswick Co RLP states on the cover page that offers are due on 9/7/16. Later on in Section 3.2 it states that offers are due on 9/3/16. Please tell me that the 9/7/16 date is correct. - Yes 9/7/2016 is the correction submission due date. 2.VA24616N0461 seems identical to is VA246-16-R-0430. - Both Notices pertain to the same requirement. The first Notice was the Sources Sought to identify potential sources. The second notice is the actual Request for Lease Proposal (RLP), requested submission of proposals. 3.Does the Combined Synopsis/Solicitation under solicitation number VA24616R0430 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government? This is a new requirement for space 4. Security: · Do you require the lessor to install security, this is a stand along building - The lease requires Security countermeasures that must be installed in the leased space. See page 101 for descriptions of Security Measures. · What is the Standard security they refer to page 105 #21 - These items listed under Security Requirements may not apply to all spaces. This will depend on the type of facility being offered and what is required for that specific space. Some spaces may already have some of the Security Measures installed. · Mentions entry system with communications is this needed - In most VA facilities the use of key card entry units apply as well as Security Alarm systems and monitoring. This will depend on the type of facility being leased and what is required for that specific space. · Signs for towing are they needed in quote now - Only if they are specific to the space being offered. If the space has open parking where there is no designated parking and the requested parking spaces are available in the open area, towing signs would not apply. · Fencing to restrict authorized parking, how, where? - Only if it applies to the space being offered. Normally spaces in where there are multiple medical facilities do not require fences. · Visitor screening ? How? - Per page 183 #13, this does not apply as it reflects N/A 5. Square footage: · This is a stand along building 9050 SF all usable - If the entire space will be used, then all of it is rentable and RSF would apply. · Asking for serviced rates based on NUSF and RSF all we have is RSF is that ok. - If the entire space will be used, then all of it is rentable and RSF would apply. · What is ABOA and how does that effect this building. All s.f. is used by VA so no Net SF - ABOA stands for ANSI/BOMA Office Area - This is the area where a tenant normally houses personnel and/or furniture and that is how the space measurements are computed, per the American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA). ANSI/BOMA and NUSF are normally used interchangeably. · I don't know how to calculate the different types of $ PSF ABOA, - If NUSF is stated; it will be converted to RSF by multiplying the NUSF by 1.3 to arrive at the RSF. If all of the space is rental and no space is shared; then all of the NUSF is RSF. · Hourly overtime rates for HVAC, I inquired about electric being paid by VA - if the inclusion of electric is not available, that should be stated on your SF1217 6. Energy Star: · This is a ten year old building don't have any information about Energy Star and can't get that information in a few days. Is this needed? - This is a requirement. Also See Section 2.8, page 13B for additional guidance. 7. Plans: · All we have is the drawings of floor space I provided - Floor plans of the Offered Space are required. · Request calls for Cad Files and architectural plans, we don't have anything this is a Bank foreclosure the Bank has nothing. Do we need to order plans? If so Is the cost added to lease? This cost would be the Lessor's responsibility 8. Parking: The award mentions parking signs for Government employees, how many and where. -The RLP requires 50 surface/outside parking spaces reserved for the exclusive use of the Government. Only if applicable to the space being offered. (for example: If the space is in a medical office park and has open parking where there are no designated parking spaces; parking signs may not be required). Per page 21K, a plan and short narrative as necessary to explain how the Offeror will meet the parking requirements must be submitted. Towing signs how many - Only if they are specific to the space being offered. Fences? - Only if applicable to the space being offered. 9. IT and Telephones: · The request asks for cable, telephones and systems, IT is this something I need to get prices on right now or will the VA take care of this? This is only if applicable and would be a part of the Tenant Improvement/Buildout/Upfit. See pages 84 and 85 Sections 5.14 - 5.18 10. Some of these items I will not have costs on by Sept 7th, is this something that can be added as we negotiate? Some items are negotiable upon award.
