- The Department of the Treasury, Bureau of the Fiscal Service, on behalf of the Community Development Financial Institutions (CDFI) Funds, intends to make an award on a sole source basis to Summit Consulting LLC, 601 New Jersey Ave Ste 400, Washington, D.C., 20001-2018 to complete the development of a suite of Assessment and Risk Management (ARM) tools that are capable of meeting a range of CDFI Fund needs across business units pursuant to FAR Part 6.302-1(b)(1)(i). Summit Consulting LLC has extensive learning and knowledge developed from their engagement in all phases of this project from working under the previous 8(a) Business Development Program IDIQ contract TFSACDF14D0001. This includes the development of analytic frameworks, assembling, integrating and cleaning data from certification, compliance, research, and CDFI program business units of the CDFI Fund; developing and calibrating tools for risk assessment; and technical assistance to the AMIS contractor. The Government awarded 3 task orders under the contract for the development of the tool; however there are still important elements of this complex tool that needs to be completed. The outstanding work could not be fulfilled under the previous contract as unanticipated cost associated with developing the tool brought the government to the maximum contract value much more quickly than planned and Summit exited from the 8(a) program. Therefore, the Government requested a waiver from SBA Headquarters and received a temporary release from them on August 17, 2016 for a 12-month period to complete the assessment tools with Summit Consulting LLC. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Responses to this intent to sole source shall be submitted on or before 12:00 p.m. EST on September 12, 2016 by email to purchasing@fiscal.treasury.gov, Attn: JNYQUIST/TAYERS. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All vendors responding to this notice are advised that their response is not a request that will be considered for contract award. However, responses may used as market research toward the next phase of this requirement in the future.
