Price breaks from 1 up to 10 units will be included in the solicitation. Item is solicited under Other Than Full and Open Competition 10 U.S.C.2304(c)(1). Approved source : Cobham Advanced Electronic (65628) P/N 302858 DLAD 52.217-9023 - Restriction of Alternate Offers for Source Controlled Items will apply. NOTE: The cited drawing is a "source controlled" drawing and as of the date of this notice only the source(s) cited on the drawing have been approved. Even though sources and approved part numbers are provided, the items furnished must meet the requirements of the cited drawing. Any potential offerors who are interested in qualifying their products for purpose of future acquisitions must contact the cognizant design activity specified on the source controlled drawing. There may be additional approved sources that have not been reflected on the drawing at this time. These sources must provide documentation from the contact the cognizant design activity specified on the source controlled drawing, indicating that your company is now an "approved" source. First Article Testing is not required. Inspection / Acceptance at Origin FOB Origin. This solicitation is being issued under the First Destination Transportation (FDT) program. If this acquisition is for Foreign Military Sales (FMS) or has an APO/FPO ship-to address, FDT will not apply and normal procedures should be followed. For FDT program transportation requirements, see DLAD clauses 52.247-9059 F.o.b. Origin, Government Arranged Transportation and 52.247-9058, First Destination Transportation (FDT) Program - Shipments Originating Outside the contiguous United States (OCONUS). Additional information about FDT can be found on the FDT website ( http://www.dla.mil/FDTPI/ ). This solicitation is an RFP and will be available at https://www.dibbs.bsm.dla.mil/RFP on its issue date of September 16, 2016. Hard copies of this solicitation are not available, and must be downloaded from the internet site above. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of Price, Delivery, and Past Performance as described in the solicitation.
