Description
Background: The National Center for Complementary and Integrative Health (NCCIH), formerly the National Center for Complementary and Alternative Medicine (NCCAM), is dedicated to exploring complementary and alternative healing practices in the context of rigorous science; educating and training researchers; and disseminating authoritative information to the public and professionals. To fulfill its mission, NCCIH supports a broad-based portfolio of research, research training, and educational grants and contracts, as well as various outreach mechanisms to disseminate information. Purpose and Objectives: The vendor will provide one basic life monitoring unit. Project Requirements: The NCCIH labs have one Tesla MRI Icon system used for imaging of experimental rodents. To minimize problems associated with respiratory motion and cardiac activity, the MRI scanner needs to be equipped with a rodent life monitoring system which can be used to synchronize MRI signal acquisition triggered using respiratory or ECG signals. This rodent life monitoring system needs to be controlled with the image acquisition software available on the MRI scanner. The following specifications/characteristics apply to the unit: •ECG Range: 40-900 BPM Accuracy: ±1 % Input range: -2.50 mV to 2.5 mV Input impedance: > 10 MΩ @ 10 Hz CMRR: 100 dB @ 60 Hz •Resp Range: 15-300 bpm Accuracy: 1 count Sensor: pneumatic pillow and/or ECG lead •Temp Probe types: thermistor Range: 10-70 °C Accuracy: ±0.2 °C •Module Power battery: rechargeable Battery life: > 15 hours Time to full charge: < 2 hours Size: 2.1x5.1x14.0 cm •Gating R-wave to gate delay: user selectable Expiration gate width and delay: user selectable-1 ms step size •Temp Heater control: fiber optic PWM Bruker Biospin Corp.is the only responsible source and no other supplies will satisfy agency requirements. The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source, the Bruker Biospin Corp., under the authority of FAR 6.302. Anticipated period of performance: FOB Destination 30 days after award. Other Considerations: None Capability Statement: We encourage all responsible sources, particularly small businesses, to submit a capability statement which will be considered by the agency. Information Submission Instructions: Interested qualified organizations should submit a tailored capability statement for this requirement, not to exceed 10 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement, as well as the eligible small business concern's name, point of contact, address and DUNS number. All responses to this notice must be submitted electronically (via email) to Howard Cyrus, Contracting Officer, at hc163b@nih.gov in MS Word or Adobe Portable Document Format (PDF), by September 12, 2016, 2:00PM, EDT. All responses must be received by the specified due date and time in order to be considered. No collect calls or facsimile transmissions will be accepted.
