Description
Attached is the statement of work for sources sought Catholic Religious Education Coordinator. Sources Sought CATHOLIC RELIGIOUS EDUCATION (RE) COORDINATOR STATEMENT OF WORK 375th AIR MOBILITY WING CHAPEL, SCOTT AIR FORCE BASE, ILLINOIS This is a request for information only. This is not a request for quote/proposal and there is no solicitation package available at this time. The United States Air Force, 375 Contracting Squadron, Scott Air Force Base, IL is seeking sources for a Catholic religious educaton (RE) Coorninator. The North American Industry Classification System (NAICS) Code is 813920 and the business size is $15M. Description of Service To provide non-personal services as the Catholic Religious Education (RE) Coordinator for the Catholic community at Scott Air Force Base, IL. Services to be provided are listed herein. Performance Requirements •a. Dress in business casual attire. •b. Provide the services in accordance with Catholic ecclesiastical, canonical, and liturgical norms and practices as prescribed by the United States Conference of Catholic Bishops. •c. Attend all Catholic education committee meetings, Religious Education related meetings, and other meetings as directed by the Wing Chaplain and Catholic Priest. •d. Develop an annual budget for the Catholic religious education programs to be submitted NLT 15 December of each fiscal year. •e. Develop and produce monthly supporting AFCCARS data and a year-end Catholic Community report concerning the Catholic Religious Education Program to include attendance figures, funds expenditures for the program, and curriculum ordered. •f. Evaluate and order curriculum and supplementary material for the program as approved by the Wing Chaplain and Catholic Priest. •g. Maintain an office, provided by Scott Chapel, which shall be accessible to the Scott Catholic Community during specific duty hours. •h. Publicize all information as required for the Catholic religious education programs. •i. Provide an annual calendar to the parish and parents of all religious education students. •j. Remain current in all catechist trends by reading, attending workshops offered within the local area, and/or participating in continuing education. Funding will be available as applicable by Air Force Instruction. •k. Submit fund and material requests within the required time frames. •l. Assist the Catholic Priest in recruiting, training and monitoring catechists in the program. •m. Coordinate background checks through the Chapel Installation Records Check Manager on all volunteers who have direct contact with children under the age of 18 years. •n. Provide volunteer training on, at least, a quarterly basis. •o. Facilitate catechist certification process with AMS for program's volunteers. •p. Provide resources for the catechists in the program. •q. Coordinate sacramental preparation programs to include Baptism, First Reconciliation, First Communion and Confirmation. These duties include recruiting catechists and setting time and place for parent-teacher meetings. •r. Coordinate liturgical format for First Reconciliation, First Communion, Confirmation and class liturgies, through Catholic Pastoral Coordinator before they are reproduced for parish use. •s. Supply all necessary records to the AMS after the sacraments have been received. •t. Function as a team member in a pluralist environment-working with Catholic Priest, chaplains, staff and volunteers. •u. The contractor may use Chapel owned or managed audio/visual equipment located in the chapels. No equipment may be removed from the Chapel without written authorization from the Wing Chaplain or his/her designated representative. •v. Ensure that all facilities used are properly secured, to include doors and windows, following the conclusion of Catholic parish activities and events. •w. Be responsible for security and cleanliness of all facilities utilized in conjunction of the Catholic program. •x. Coordinate all support requirements with the Chapel Tithes and Offering Fund (CTOF) Contract Officer or Appropriated Funds Resource Advisor. •y. The contractor will, in consultation with the CTOF Contract Officer or Appropriated Funds Resource Advisor, develop an annual calendar of events, CTOF budget, appropriated fund budget, and core religious education curriculum. This information is submitted as required by local Chaplain Service operating procedures. •z. Answer phone calls related to the Catholic program and produce related documentation as required. •aa. The contractor shall be familiar with and operate within the guidelines as set forth in the 375th AMW/HC Operating Instructions and governing Air Force Instructions and Department of Defense Instructions. 4. APPROXIMATE Time/Location/Frequency of Services: A unit of work for this position consists of one calendar month. A typical work week will consist of approximately 25 hours, but may fluctuate and will normally be determined by the activity/activities necessary to complete the intent of the contract. Historically, the tasks to be performed have taken approximately 25 hours per week. The contractor understands that the hours may fluctuate depending upon the required duties. Contractor will maintain a schedule in accordance with the schedule below. Changes to scheduled work hours will be coordinated through the Catholic Priest and the Contracting Officer. Work from home is not authorized. Unapproved absences or absences without an approved substitute will not count as hours worked and will not be paid on contractor's monthly statement. More than two unapproved absences per quarter will be grounds for termination of contract. SCHEDULE : a. Weekend Mass on Saturdays at Chapel One at 1630 and Sundays at Chapel One at 0930 or as directed by Wing Chaplain and Catholic Priest. Arrive an hour before services. b. One hour Religious Education program on Sundays at Chapel One. Times to be determined. c. Special liturgies and services as determined by the Wing Chaplain, the Catholic Priest or his/her designee (including, but not limited to, Vacation Bible School, DV visits, etc.). d. Contractor will maintain a schedule of weekday/end office hours to be provided to and approved by the Wing Chaplain, Catholic Priest or his/her designee. The schedule will be posted at the Chapel. 5. Place of Performance of Services: Building 1620, Chapel One, Scott AFB, and Building 5713, Chapel Two, Scott AFB, and other locations as approved by the Wing Chaplain or his/her designee. For access to the facility during non-duty hours, a key and/or cypher lock code will be provided to the Contractor. The Contractor shall assume the safeguarding of the key and code to avoid unauthorized access to the government owned facilities and property. Contractor will return the key upon completion/termination of contract. Special performances may require Contractor to conduct service at various locations on base. Contractor will not be reimbursed for regular day-to-day travel expenses related to fulfilling obligations. Office space may be shared by fellow chapel contractors. 6. Chapel Equipment Provided : The government shall provide common office area, equipment and supplies for use by the contractor in performance of official duties. 7. Continuity of Service : The Contractor will personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by Wing Chaplain or his/her designee. Submit the names and qualifications of proposed subcontractors to the RE chaplain for approval at least 14 days prior to the proposed absence. Subcontractors must meet the requirements for the position as outlined in this Statement of Work (SOW). Contractor is responsible for payment of this substitute. Performance Work Statement (PWS) attached. Qualifications The services furnished by the contractor are in support of or in coordination with the appropriate Catholic services, rites and observances that are governed by the Catholic ecclesiastical regulations. The non-personal services furnished by the contractor are also in support of developing, implementing, coordinating and evaluating the Religious Education programs that are governed by the Archdiocese for the Military Services (AMS) guidelines (www.milarch.org). The contractor must: •a. Be familiar with the requirements and basic expectations of the AMS and abide by them. •b. Be an AMS certified Catechist. An advanced certificate in Catechesis is preferred. •c. Provide a resume with academic certification. A bachelor's degree is required. If advanced certificate of Catechesis or academic equivalent is not held, coordinator must pursue the advanced certificate within the first year of contract. Experience with Catholic Religious Education and the whole spectrum of Roman Catholic Liturgical practices since the Second Vatican Council and at least one year's experience coordinating religious education required. Be familiar with and practice the basic tenets of the Catholic faith. •d. Be committed to the Catholic faith and an active member of a Catholic community. •e. Undergo and pass a DOD background check for working in the Chapel community. In accordance with Dept. of Defense Instruction (DODI) 1402.5, each individual working with children under the age of 18 in conjunction with this contract must successfully complete the criminal history background check. Failure to complete the criminal history background check shall result in termination of the contract. •f. Basic computer skills are required in, but not limited to, the following programs: Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Microsoft Outlook. •g. The contractor may only hold one contract at the Scott AFB Chapel at a time. Contract Type 375 Contracting Squadron is anticipating a performance based, firm fixed price contract. The duration of the contract would be one (1) base year plus two (2) one (1) year options. This acquisition is being considered for Small Business Socio-Economic contracting programs (i.e., Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone, 8(a), Economically Disadvantaged Women-Owned Small Business (EDWOSB)) and Small Business set-aside. Security: Contractor Consent to Background Checks : The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver's license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor's request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required. Badges: The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government. The contractor's identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area. All DBIDS cards/passes will be turned in to the Visitors Control Center upon expiration of pass and/or completion of contract. Real ID Act: IN ACCORDANCE WITH THE REAL ID ACT OF 2005, DRIVER'S LICENSES AND IDENTIFICATION CARDS ISSUED BY ANY STATE OR TERRITORY THAT IS NOT COMPLIANT WITH THE ACT CAN NO LONGER BE USED AS A SOURCE FOR IDENTITY PROOFING FOR UNESCORTED ACCESS TO AIR FORCE INSTALLATIONS AND FACILITIES. CURRENTLY THE NON-COMPLIANT STATES/TERRITORIES ARE: MISSOURI, MINNESOTA, WASHINGTON, AND AMERICAN SAMOA. CONTRACTOR EMPLOYEES WITH ID CARDS ISSUED BY NON-COMPLIANT STATES/TERRITORY, AND WITHOUT ANY ADDITIONAL AUTHORIZED FORMS OF ID LISTED BELOW, MUST BE PHYSICALLY ESCORTED ONTO SAFB. Non-DoD ID card holders from the non-compliant states/territory attempting to gain unescorted entry to SAFB may use one of the following authorized forms of ID in lieu of their driver's license: - United States Passport or Passport Card, not expired - Driver's License or other state photo ID card issued by DMV or equivalent, IAW REAL ID enforcement schedule - An ID card issued by Federal, State or local government agencies with the all the required REAL ID Act information - Personal Identification Verification (PIV) card issued by Federal Government - Veterans health Identification Card issued by U.S. Department of Veterans Affairs - Interoperable (PIV-I) cards issued by No-Federal Government entities - Certificate of Naturalization/ Certificate of Citizenship (form N-550) - Permanent Resident Card/Alien Registration Receipt Card (Form I-551) - DHS "Trusted Traveler" Cards (Global Entry, NEXUS, SENTRI, FAST) - Border Crossing Card (Form DSP-150) - An employment authorization document that contains a photograph (Form I-766) - U.S. Coast Guard Merchant Mariner Cards Credentials - U.S. Certificate of Naturalization or Certificate of Citizenship (Form N-550) and U.S. Permanent Resident Card (Form I-551) - U.S. Refugee travel document or other travel document or evidence of immigration status issued by DHS containing a photograph - A Foreign Government Issued Passport Contractor Registration of Vehicles on Scott AFB : All contractor or contractor employees' vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a persons need to be on Scott AFB.
