Description

The National Cemetery Administration is soliciting offers under Solicitation No. VA786-16-Q-0328 for the following service at Saratoga National Cemetery located at 200 Duell Road, Schuylerville, NY 12871: Contractor shall provide all labor, tools, materials, equipment, and supervision necessary to create 9 curb cuts in the granite curbing for wheelchair access. Curbs shall be neatly cut and finished. Grading at curb cut shall be tapered to allow wheelchair access from road to cemetery section. Re-seed as necessary. All work shall be performed by a licensed full time professional with two or more years of experience in the respective trade. The Magnitude of Construction: Below $25,000. A bid guarantee is not required. Payment and performance bonds may be required. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation and any pertinent Federal and OSHA Occupational and Safety regulations. Site visit: Only one organized site visit. Wed the 7th at 10AM. Meet at the Admin Building. If you cannot attend the site visit, you may look around on your own; however, there will be no cemetery personnel to answer questions or give tours other than at the organized site visit. Please call COR Scott Lamb, Cemetery Director at (518) 581-9128 X207 so he knows you are coming on a different date/time. Photos are not permitted unless you have written permission and are with a Cemetery Employee. All questions before and after the site visit shall be submitted in writing to the Contract Officer (CO) at Katherine.Iacovelli@va.gov. The question period ends Sept 8 at noon. Bidders are urged and expected to inspect the site where work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. In no event shall failure to inspect the site constitute grounds for a claim after award. Proposals will be evaluated and award will be made to the lowest priced responsible offeror conforming to the solicitation, who is determined to be in the best interest of the Government, other non-cost factors considered. An offeror's proposal may not be considered when proposed cost is unreasonably high or unrealistically low. Non-price factors that will be evaluated to determine award are past performance, and risk. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. This procurement will be set aside for 100% SDVOSB. The NAICS Code is 237310. Size standard is $36.5Million. Electronic solicitations will be available for download from http://www.fbo.gov on or about September 6th, 2016. Responses to the solicitation are due by 10am Eastern Time on 9/17/2016 through the Vendor Portal only. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. Information shall be submitted in the manner requested in FURTHER INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
