- Pennsylvania Field Stone, Gettysburg National Military Park, Gettysburg, PA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation, a written solicitation WILL NOT be issued. Solicitation Number P16PS02754 is issued as a Sealed Bid (IFB) to supply and deliver Pennsylvania Field Stone to Gettysburg National Military Park, Gettysburg, PA. Gettysburg National Military Park is the site of the renowned Battle of Gettysburg ¿ the last Confederate invasion to the North during the Civil War which occurred on July 1 through 3, 1863. Historically, as reflected at the time of the Battle of Gettysburg, farm fields tended to be fenced. Farms tended to pile rocks to form stone walls along their fields and property boundaries. Major lengths of stone walls are missing due to decades of deferred maintenance and moving walls to other parts of the battlefield. The reconstruction of 2,430 lineal stonewalls will mark critical battle positions that were present on July 3, 1863. Independently, and not as an agent of the Government, the Contractor shall furnish and deliver 1200 tons of palletized Pennsylvania Field Stone to pre-determined locations selected by the National Park Service (NPS) Contracting Officer ¿s Representative (COR) identified in Attachment 1, Delivery Site Map, consisting of 2 pages. Specifications for the stone are as follows: (1) Color Ranges: gray, brown, buff and red; (2) Stone shall match existing stone or examples provided in the attached photographs, Attachment 2, titled ¿Pennsylvania Fieldstone ¿, 3 pages and the existing stone walls located at Gettysburg National Military Park, Confederate Avenue next to the North Carolina Monument; (3) Shape of stone shall closely match existing stone; (4) A variety of stone shall be provided in the following sizes: 10 percent 3 to 6 inches, 30 percent 6 to 10 inches, 50 percent 8 to 12 inches, and 10 percent 18 to 30 inches. Stone sizes shall be mixed when palletized; (5) 95 percent of all fieldstone shall be solid, sound and 5 percent or less shall show no signs of delamination; and (6) Pennsylvania Fieldstone shall come from one or all of the following Pennsylvania Counties: Wilkes-Barre, Adams, Franklin, Cumberland Perry, York and Dauphin. The NPS will provide the successful Contractor with stone samples upon request. The Contractor shall submit for COR review and approval five samples of various sizes and colors. Once samples are approved by the COR, the Contractor shall collect all stone and notify the COR that it is ready for final inspection at the Contractor ¿s facility prior to palletization and delivery. The Contractor shall deliver and offload palletized stone to the predetermined locations identified in Attachment 1 on or before October 17, 2016. Delivery times and days are Monday through Friday, 7:00 a.m. ¿ 5:00 p.m. Delivery locations are historic sites therefore the Contractor will be required to protect the surrounding area of delivery locations and ensure visitor safety is maintained at all times during delivery. The Government anticipates award of a firm-fixed contract on or before September 15, 2016. There is no fee to register in the system and the registration process can take several weeks. As part of the registration process a Dunn and Bradstreet Number will be provided. Confirmation of registration is requested as part of the Bid response. The North American Industry Classification System (NAICS) is 21311. The Solicitation is a total Small Business Set-Aside, Size Standard 500 Employees. (3) Originally signed copy of Standard Form 1449 Form (SF) 1449 which is accessed via www.fedconnect.net by conducting a ¿Public Opportunities Only ¿ search and entering the subject solicitation number under ¿Reference Number ¿ in the search criteria. On the Standard Form 1449, the Offeror shall guarantee that pricing is good for 60 days after the closing date for receipt of proposals and (4) Confirmation of registration in SAM with Dunn and Bradstreet Number. The Government anticipates award of a firm-fixed price contract on or before September 15, 2016.
