This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The Phoenix VA Health Care System (PVAHCS), located at 650 E. Indian School Rd. Phoenix, AZ 85012 is seeking a potential qualified contractor that can provide at the time of responding to this Sources Sought announcement. Registry located at http://vip.vetbiz.gov. All interested Contractors should submit information by e-mail to gary.smith4@va.gov; and shall be received no later than 2:00 pm Arizona Mountain Standard Time on September 8, 2016. Statement of Work 1.0 DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at VA Medical Center along Indian School and 7th Street, in a manner that will maintain healthy trees, shrubs, and plants and present a clean, neat, and professional appearance. 2.0 APPLICAPLE REFERENCES: 2.1 Attachment 1 - VA Site map showing tree locations 3.0TASKS: Maintain Grounds Around Parameter of Fence - All plants, bushes and trees on both side of the parameter fence along Indian School and 7th Street, approximately 1.5 acres, shall be well maintained to provide a professional appearance. Bush and tree trimmings and all trash, including cigarette butts, shall be removed. Rock beds shall be raked to provide even ground coverage. Contractor may need to provide additional rocks in order to ensure proper ground coverage. Rock replacement must be ¾ Madison Gold and shall not exceed 1 cubic yard per year. All weeds shall be removed or eradicated manually or mechanically, but not chemically. Weed control shall be maintained. 3.1Tree Trimming - Contractor shall trim 26 addition trees (non-palm) throughout the VA facility. Pruning shall be accomplished in accordance with industry (ANSI Z133.1 - 1994) standards. Class II medium pruning shall be used in general on all trees. Class IV pruning shall be used only for lifting, removal, and/or cutback of branches that conflict with normal traffic or safety in the vicinity of the trees. Minimum safety clearance is 14 feet over streets, 12 feet over driveways, 8 feet over walk areas, and 4 feet from buildings. Other trees shall be pruned on an as-required basis to provide safety, clearances and/or to prevent structural damage. Topping and de-horning shall not be permitted. See attachment 1 for tree locations. 3.2Remove Debris - The contractor shall perform general litter patrol in all areas identified in 3.1. Responsibilities shall include, but not be limited to, the removal and disposal of all natural debris, (tree limbs, dry brush, rodent habitats, dead animals, etc.), and man-made debris. Contractor shall also remove and dispose of tree trimmings identified in 3.2. Contractor shall be responsible for disposing all debris at an off-base location in accordance with existing local, state, and federal regulations. 4.0 SCHEDULE OF WORK. The contractor shall visit site twice per week for task 3.1 and every six months for task 3.2.
