- *****AN AMENDMENT IS FORTHCOMING. DO NOT SUBMIT PROPOSALS ON 8 SEPTEMBER 2016. FURTHER INFORMATION WILL BE PROVIDED IN AN AMENDMENT.***** DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR-16-R-0042 for Construction of an Indoor Firing Range at Youngstown ARS, OH. The primary facility is a 27,200 SF Firing Range. A properly configured 25 meter, full impact, fully contained firing range is required to provide vital training to military personnel that require certification in the use of up to 45 caliber handguns, 12 gauge shotguns, and rifles up to 7.62mm. The range includes 21 firing line positions for rifle, pistol, and shotgun with mobile capabilities to include lateral movement across the firing line and downrange movement to engage targets. A fully contained complex provides essential, complete and uninterrupted military training. The 21 point live fire range facility includes reinforced concrete foundation, waterproof concrete floor slab with floor drains, structural steel frame, insulated concrete form (ICF) walls, steel deflector plates, bullets trap, overhead baffles, utilities, HVAC, ventilation/exhaust system, and sound reflection reduction. Demolish the existing range (9160 SF) and range storage facility (345 SF) after construction of new range is complete. Project includes antiterrorism/force protection requirements identified in DOD Unified Facilities Criteria. The project will contain the following options: 1) Asphalt parking lot The Contract Duration is four hundred forty (440) calendar days from Notice to Proceed. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. TYPE OF SET-ASIDE: This acquisition will be an unrestricted competitive procurement with HubZone price preference. Size Limitation $36.5M. SELECTION PROCESS: The proposals will be evaluated using a Best Value Trade-Off source selection process. This is a single-phase Design-Bid-Build procurement process. Potential offerors are invited to submit their past performance and technical information as will be described in Section 00112 of the Solicitation, for review and consideration by the Government. Pro Forma Information such as bonding and financial capability will be required to meet the minimum requirements of the solicitation. The following technical factors will be evaluated: Past Performance, Technical (Management Plan) and Price. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $5,000,000 and $10,000,000 in accordance with FARS 36.204. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 25 July 2016 and approximate closing date is on or about 25 Aug 2016. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. Additional details may be found in the solicitation when it is posted. PRE-PROPOSAL CONFERENCE: A site visit will be held. Details regarding the site visit will be issued with the solicitation.
