- The Gifford Pinchot National Forest intends to acquire by contract contractor supplied equipment, operators, and labor for the decommissioning of Forest Service Road 2505016 (MP 0.0-0.1), and closure and stabilization of FSR 2305027 (0.0-0.5 mile) and FSR 2508049 (MP 0.0 - 0.3). Project work includes the removal and disposal of cross-drain culverts, diversion of stream channels, utilization of best management practices to prevent soil erosion and control pollution in stream channels, removal and disposal of stream channel culverts, construction of stream channel grade control structures, excavation and placement of roadway embankment material, ditch filling, construction of cross drains, scattering of slash encountered in clearing operations, seeding and mulching of all disturbed areas, and noxious weeds control (e.g. wash equipments prior to arrival on site). Close and stabilize, and decommission of roads by completing work at designated locations staked on the ground, and shown in the plans. All work shall conform to the contract plans and specifications. This project will result in the closure and stabilization of 0.8 miles of road, and 0.1 miles of road decommissioning. Project entails the removal and disposal of 1 stream channel culvert (Ames Creek), one overflow culvert (Ames Creek), soil erosion and pollution control at the Ames Creek stream channel crossing, construction of 22 cross drains, seeding and mulching of 0.41 acres. Operators can propose any type of equipment up to 36,000 lbs that would meet the needs of the project. Anticipate an excavator or similar piece of equipment to remove materials from road prism in order to remove culverts, help re-establish water flow in channel after culvert removal, and construct cross drains. Equipment will be needed to haul and transport culverts to a proper disposal site off of U.S. Forest Service lands. The work is anticipated to be done in the Summer of 2016 or when dry ground conditions exist as determined by the Contracting Officer Representative (COR) and continue for 5 calendar days. This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 237310- Highway, Street and Bridge Construction. The corresponding size standard is $36.5 million. Offerors will be evaluated on technical capability (experience), past performance and price. The Contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. The Government's estimated price range is between $25,000 and $100,000. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award. SAM replaced the Central Contractor Registration (CCR) Database.
