- Statement of Requirements (SOR) Intent to Sole Source (ISS) The 42nd Contracting Squadron at Maxwell AFB, AL hereby gives notice of its intent to award a sole source contract to Alabama Access Controls. The North American Industry Classification System (NAICS) Code is 334210 and the small business size standard is 1250 employees. Description of the Requirement: Officer Training School (OTS) area had installed electronic locks on each OTS dorm room door last year to provide a safe location for the cadets to leave their personal belongings and be secure when they are in their dorm room. Currently, thirty-two rooms in Building 1489 have not yet been retrofitted with electronic locks. Cadets occupying these rooms cannot lock their rooms when they are not occupying them due to a lack of keys and costs associated with re-keying locks. Putting electronic locks on the rooms provides standardization of all dorms. It also provides greater accountability for cadet items such as computers, phones, and personal belongings as well as OTS computers and furniture items when classes are not in session. In addition, these electronic locks will provide OTS staff members enhanced accountability of key control with the means to rekey cards and mitigate the need for a costly locksmith to come out on site and rekey locks. Each building system will be built as stand-alone networks viewed only from Building 1487. Each building will require network switching infrastructure to integrate all back to the head End in Building 1487. The systems installed at OTS is Schneider Electric Andover Controls access controls proprietary equipment and software. This Andover Access controls system integrates the building controllers, door locks, Request to exit buttons, HID CAC Readers, the Pelco camera system across campus including Blue Thunder as well as the individual Dorm door locks system. This system is tied back to two servers with an enrollment station at each location. This system is controlled at the server located in bldg. 1487 with fiber or CAT 6 from ever facility back to bldg. 1487. This Schneider Electric Andover Controls system was installed by a Schneider Electric partner that is certified by the manufacture and is the provider for the state of Alabama. All equipment and software must be seamlessly integrated into the existing Schneider Electric System frontend software and hardware. NOTES OF IMPORTANCE: 1. This is not a request for quotes and no solicitation is available. 2. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 3. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. 4. Respondents will not be reimbursed for any costs incurred in responding to this intent to sole source (ISS). Information submitted will not be returned to the respective respondents. 5. Oral submissions of information will not be considered in response to this ISS. This sole source procurement is under the authority of FAR 13.106-1(b). To assist the Government in determining if this acquisition is available for competition, please provide the following information: 1. GENERAL INFORMATION: Company's full name, business size, address, point of contact and telephone number. 2. CAPABILITIES: Please address the following regarding your capabilities in meeting the requirement described above. a. Is your company capable of meeting the entire requirement? Please respond "Yes or No." b. If your response to question 2a. above is "Yes", please provide supporting documentation that clearly demonstrates your company's ability to meet this requirement. c. Please provide any additional information that the Government should consider in determining if this requirement should be considered for competition. 3. RESPONSES: If there are any other businesses that can provide the specified services described above, you must respond to this notice before 12 Sept 16, 10:00 p.m. Central Daylight Savings Time (CDST). If no responses are received by the above referenced date/time, a sole source contract may be awarded to Alabama Access Controls.
