Description
Notice Type: Special Notice Set Aside: NA Classification Code: 6350 The Mission and Installation Contracting Command (MICC-Fort Sill) intends to award a firm-fixed price sole source contract for Intrusion Detection and Alarm System (IDS) equipment. Equipment supports the security requirements for a SIPRNet facility at West Point. This IDS will ensure that the physical security requirements for SIPRNet usage are met as directed by Army Regulation. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 561621. The applicable size standard is $20.5 million. A determination not to compete this requirement was made pursuant to 10 USC 2304(c)(1) and Federal Acquisition Regulation (FAR) 13.106-1(b)(i), only one responsible source. In accordance with AR380-5, Department of the Army Information Security Program, West Point. The hardware installed by a security vendor must correctly integrate with the existing security systems. Determination was made that this item must be sole soured due to limitation of acquiring this item and cost constraints to replace entire system. The Government intends to procure sole source requirement under Simplified Acquisition Procedures in FAR Part 13, and Commercial Procedures in FAR Part 12. Intrusion Detection and Alarm System shall be compatible and configured to function with the existing system. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS AND A SOLICITATION WILL NOT BE ISSUED. Interested concerns must show clear and convincing evidence that competition for this requirement exists and would be advantageous to the Government and shall be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. If no affirmative written response is received by 15 September 2016, then the Government will proceed negotiation with the existing contractor responsible for installing the existing Intrusion Detection and Alarm System (IDS) equipment within West Point. Oral communication is not acceptable in response to this notice. All responsible sources may submit a response which, if timely received, will be considered. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract.
