- 1) Section 5 of the RLP document, page 31-34 lists numerous requirements for data/communications, including phone system, paging system, data cabling, UPS, etc. In Amendment 1, Question 9 the response pointed to an area of the Lease that states that the data and communications cabling and systems would be installed by the Government. Is the Lessor or the Government providing and installing the data/communications requirements? Page 31-34 are a part of the Scope of Work (SOW) general requirements being requested in addition to the requirements of the RLP. This is a preliminary Scope of Work. As stated in section 5.17 and 5.18 (pages 84 and 85) the Government shall be responsible for the cost of purchasing and installing data cable. Lessor shall provide the cost as part of the TI. However, please read these sections closely as it does not state the Government is responsible for all items. There are specific items the Lessor is also responsible for. 2) Security Requirements, pages 101-105, include numerous security requirements. Some of the system requirements, (IDS, CCTV and others) have two listings, one stating the Government will install and maintain the system and the second stating that the Lessor will install and maintain the system. Who is responsible for installing and maintaining these systems? This could be either the Lessor or the Government. Please see the captions in the titles of each section (i.e. #14 (Building Specific Security) is stated which specifies a system that is specific to the building and has central monitory capability by the Lessor). The system would be specific to the building and the Lessor's responsibility for installation and monitoring. Each section of pages 101-105 have their own specific terms. The Lessor should specify whether these items will be provided and included as a part of the Tenant Improvements. Most of the items listed that state the Lessor shall provide also has (Tenant Improvement) in the title. Please pay close attention to this in preparing your proposal. 3) The Security Requirements, pages 101-105, do not include a requirement for a PACS system that will read VA issued ID badges. Is a PACS system required? This is currently unknown but will be discussed upon award.
